Performs legal services for routine to complex real estate transactions, which include preparing legal instruments, examining abstracts of title, performing legal research, and providing guidance and assistance to customers. May give technical guidance and direction to Title Attorneys, Paralegals, and Realty Representatives. May serve as mentor to the Title Attorneys to enhance their knowledge, skills, abilities, and work ethics.Principal Accountabilities:

Prepares contracts, easements, deeds, closing packages, and other supporting legal documents for TVA real estate transactions to acquire land or landrights. Reviews and approves the accuracy and legal sufficiency of these legal instruments and supporting documents prepared by contractors and other employees, primarily where the matters are routine

Prepares contracts, easements, deeds, and other supporting legal documents for TVA real estate transactions to dispose of land or landrights, primarily where the matters are routine. For routine transactions, reviews and approves the accuracy and legal sufficiency of disposal instruments and supporting documents prepared by title attorneys, paralegals, and other staff.

Prepares preliminary title notes and abstracts of title on an as-needed basis. Examines abstracts of title, renders legal opinions of title, identifies title deficiencies, researches legal issues, and recommends curative measures to ensure that TVA acquires acceptable title to land in accordance with applicable laws and regulations and in conformance with standard TVA legal, ethical, and program policies and procedures.

Closes land transactions involving unusual or special considerations. Handles any post-closing title or financial considerations.

Provides legal consultation to responsible TVA organizations on issues involving real estate transactions, advising as to the legal consequences of alternative courses of action.

Represents TVA in external contacts with the legal or lay community in regard to issues involving real estate transactions, primarily where the matters are routine. Weigh facts, presumptions and practical considerations, identifies issues and interprets law to provide quality legal real estate services.

Prepares pleadings and supporting title documentation and land data for the use of the General Counsel’s office in condemnation proceedings. Occasionally testifies in court proceedings as an expert witness on title issues.

Analyzes various issues associated with proposed and active real estate transactions affecting TVA land or landrights in relation to applicable laws, regulations, policies, and guidelines, primarily where the matters are routine. Interfaces with the General Counsel’s office and Watershed Operations to ensure decisions are made that will not be adverse to TVA’s interests and operations and will optimize multiple public benefits from TVA’s real property assets.

Minimum Requirements:Education —Incumbent must have a J.D. or equivalent degree from a law school accredited by the American Bar Association, and must adhere to professional, competent, and ethical conduct.Experience —Must have a minimum of at least five years of legal experience with real estate issues.Certification/License, etc —Must be a licensed attorney qualified to practice law in any one of the 50 United States or the District of Columbia.Knowledge/Skills/Abilities —Must have good verbal and written communication skills. Must possess the ability to produce professional work and the skills to multi-task under a heavy workload. Must possess the ability to use various legal resources, libraries, and computerized legal databases.
