DescriptionLeidos' National Security Sector is seeking a Senior Industrial Security Representative (ISR)/Contractor Special Security Officer (CSSO) to work in our Columbia, MD facility. The ISR/CSSO will have overall responsibility for the security management and oversight for a fast-paced program. The selected applicant will assist with maintaining an operational Sensitive Compartmented Information Facility (SCIF), support classified meetings; perform security incident inquiries and periodic self-inspections.Primary Responsibilities:
Implement the industrial security program and ensuring company and customer security requirements are met.
Review, assess, and implement necessary revisions to SCIF standards, practices and procedures (SPP) and associated internal procedures for the assigned SCIF or other classified facilities according to guidance from the Cognizant Security Authority (CSA) and applicable federal regulations such as IC Tech Spec-for ICD/ICS 705, other applicable ICS and the National Industrial Security Operating Manual32 CFR Part 117 (NISPOM).
Process, update and maintain customer required security documentation for employees and subcontractors.
Administer day-to-day security interaction with employees and subcontractors working within the facility, as well as the security guard force.
Ensure access control and visitor control procedures are communicated, understood and followed.
Maintain required facility accreditation documentation which may include drafting co-use and joint-use agreements and MOUs/MOAs for shared space.
Interface with all levels of Leidos personnel and government management
personnel to ensure contract security compliance with National Industrial Security Operating Manual32 CFR Part 117 (NISPOM), DoD 5220.22-M, Contract Security documents and Program Classification Guides.
Basic Qualifications:
Bachelor’s degree and 8+ years of security experience. Additional years of relevant experience may be considered in lieu of a degree.
Proven ability to manage SCIF policies and procedures
Thorough understanding of DoD and IC personnel security requirements and ability to apply Intelligence Community Directive (ICD) 705 and NISPOM guidance to the facility’s security plans and procedures
Possess knowledge of Access Control Systems and Intrusion Detection Systems
Ability to interpret company and government security policies and apply them to program operations
Experience conducting security indoctrinations and refresher briefings, as appropriate
Work closely and collaborate with internal and external managers to ensure understanding ofprogram operations
Ability to work long hours as required
Ability to investigate security alarms during business hours and after business hours
Create and author security volumes for Request for Proposals and Requestfor Information
Create, manage and execute Security Awareness and CI training information
Proven ability to apply risk management to daily and operations task
Proven ability to manage and upkeep a rigorous document control program
US citizenship is required.
Active Top Secret clearance with SCI eligibility & Poly
Preferred Qualifications:
Certification as a Contractor Special Security Officer (CSSO), Facility Security Officer (FSO), or Communication Security (COMSEC)
Experience drafting DD254s
Experience developing and implementing security Standard Operating Procedures (SOPs) and emergency action plans
Experience authoring Technology Control Plans
Member of NCMS, ISWG or other professional organizations
Experience managing large programs
