Description The Town of Chapin is seeking an experienced and dynamic Director of Finance to oversee and manage the financial operations of our administration, utilities, public safety, and municipal court departments. This pivotal, hands-on role requires a versatile individual who will be the sole financial leader within the organization, with an additional HR focus.Responsibilities: Oversee and direct financial programs across various departments. Contribute to short and long-term financial planning. Regularly generate and present detailed financial reports. Comply with GASB statement while preparing annual financial report. Review all financial transactions for compliance with state, federal law, and our financial policies. Manage the collection and accounting of all revenues. Control departmental budgets and ensure that expenditures do not exceed appropriations. Administer business licenses. Maintain a comprehensive list of all agreements and/or contracts for services and products. Coordinate the annual independent audit and implement necessary changes based on audit recommendations. Oversee insurance programs and make necessary updates. Invest funds in accordance with state laws and evaluate financing alternatives. Assist in the preparation of the annual budget. Provide guidance, direction, and assistance to subordinate staff when needed. Attend all Town Council meetings.Requirements Proficient in Accounting Software Systems Comprehensive understanding of Accounting Functions Experience with Accounts Payable (AP) Ability to manage and create an Annual Budget Knowledge of Auditing processes Familiarity with Budget Processes Experience in Full Cycle Payroll Ability to Prepare Financial Statements Experience in preparing Year-end Financial Statements Knowledge of Department Budget management Experience in Human Resources (HR) Administration Proven ability in Billing processes Excellent skills in Expense Management Strong Communication Skills Experience in Grant Accounting Familiarity with Policies & Procedures Proven record of Mentoring New Hires Ability to maintain Confidentiality Robert Half is the world’s first and largest specialized talent solutions firm that connects highly qualified job seekers to opportunities at great companies.
