THE POSITIONAre you interested in supervising work related to strategic planning and drafting strategic plans? Do you have experience providing consultative services and developing policies, processes, or procedures? The Pennsylvania Liquor Control Board (PLCB) is looking to fill this professional role as a Program Analyst 4 in the Bureau of Talent Management and Organizational Development. If you are interested in assessing the impact and effectiveness of current and proposed programs, this is the perfect opportunity for you! DESCRIPTION OF WORKThis position serves as a unit supervisor in the Organizational Development Division within the Bureau of Talent Management and Organizational Development and reports directly to the Division Chief. This position directly manages several analysts, and depending on project size and scope, may supervise additional temporary analysts acting as project business leads. Subordinate staff are responsible for the design, development, execution, implementation, and analysis of all agency organizational development activities including, but not limited to, the following:

Strategic planning

Business project management

Program and project assessment

Business process documentation and compliance

Knowledge management

Change management

Work Schedule and Additional Information:

Full-time employment

Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

Telework: You may have the opportunity to work from home (telework) full-time, but in-office attendance may be required as operational needs dictate. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters Northwest Office Building in Harrisburg.

Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS Minimum Experience and Training Requirements:

One year as a Program Analyst 3;or

Four years of analytical experience, three of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree;or

An equivalent combination of experience and training.
