THE POSITIONAre you looking for a role where you can help schools across the Commonwealth through professional analytical work in the preparation, review, and analysis of fiscal information? You can achieve your goals with the Pennsylvania Department of Education as our newest Fiscal Management Specialist 1, reviewing and administering the fiscal components of Federal Funded Programs with particular emphasis on budgetary regulations, guidelines, and accounting practices in accordance with Federal and State guidelines regulating grants. Join our team and assist with ensuring that our schools have the funding they need to help children succeed! DESCRIPTION OF WORKAs a Fiscal Management Specialist 1, you will serve as the lead fiscal officer overseeing all grants and providing monthly status reports to the Division Chief. This includes developing funding formulas and a plan for the distribution of funds to the local education agencies (LEAs) and submitting this to the Division Chief for approval. Fiscal knowledge is key for providing technical assistance and coordinating the completion of the state and federal migrant grant applications, requesting additional information if necessary, and reviewing each grant application for accuracy. You will also administer the fiscal portion of the state migrant grants and the Dollar-A-Day program. Work involves preparing and processing all fiscal transactions that are necessary for accurate grant procedures such as budget revisions, chargebacks, allocations, expenditure adjustments, and more. This includes receiving budget reports and requests from our internal budget department to provide or verify grant information, then responding promptly by analyzing the information with any special criteria in order to report the requested data. Reports are created and analyzed for the Request for Approval of Federal Funds (RAFF) and submitted to the Division Chief for approval. You will also prepare spending plans as requested by the agency Budget Office and serve as liaison to the Comptroller's Office, Legal Office, and agencies for application approval and other migrant education matters. Full-time employment

Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.

This position requires periodic travel to professional conferences and occasional travel to grantees sites.

Telework: You may have the opportunity to work from home (telework) part-time. This position is currently required to report to the office once per week, on Tuesdays. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS Minimum Experience and Training Requirements:

One year as a Financial Programs Trainee; or

One year of experience in paraprofessional fiscal administration work, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or

An equivalent combination of experience and training.
