ResponsibilitiesThe qualified Survey Instrumentperson is utilized to operate and maintain the survey instrumentation for low-tech activities such as profile surveys, line locations, Pipeline Re-Stake, Line Clearing, Line Locating, Loop Line Setup, and River/Road Crossings. Responsible for assigned surveying activities including turning angles, shooting distances and the collection of the necessary survey data. Works closely with the Survey Party Chief to execute the survey work and the methods to be used. Assists Survey Party Chief in implementing project survey policies, guidelines, and procedures. Orients assigned survey personnel on project requirements and assigns tasks to carry out the performance of survey activities. Monitors survey personnel performance and documentation to assure quality, consistency, and compliance to project requirements. Guides, coaches or motivates survey personnel as necessary to meet project schedules, budgets, and objectives. Assists Survey Party Chief in resolving survey performance issues with the client representative and land owners that threaten the timely completion of the project survey activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Implements the written plan for the execution of the activities needed to meet those requirements. The Execution Plan should include the following:

Description of the scope of work to be performed

A time schedule reflecting the key tasks necessary for the completion of the activities

A budget reflecting the estimated costs of completion

An organization chart reflecting the number and management structure for personnel required to complete the necessary activities

A listing of office space and equipment necessary to carry out the survey activities

A listing of key objectives

Permits or milestones and the outside inputs required to complete the necessary activities

Copies of documents, records, and reports necessary to record the survey activities

Procedures for controlling changes in work scope, documentation, safety, emergency response, and quality

Assist Party Chief to request assignment of personnel (by classification and number) and equipment needed to carry out the required survey activities

Orients survey personnel, as they are assigned, on project planning, polices, guidelines, procedures, safety, emergency response, and quality assurance. Assigns tasks to each survey personnel and explain the requirements for documentation of those tasks. Provides document, record, and report forms, explains the proper completion, distribution and timing for submittal of those forms.

Monitors the survey personnel's performance of activities, completion of documentation, personal conduct, work ethics, and interface with others. Evaluates these actions and provides guidance, coaching, motivation or discipline as necessary to reinforce his role on the project

Monitors the overall survey tasks for compliance to project requirements. Identifies changes in work scope, variance in scheduled completion or budgeted costs. Implements the necessary actions to incorporate work changes and if possible maintains progress schedules and budgeted costs. Document any required changes in schedules and budgeted costs as a result of work scope changes

Monitors documentation control and filing systems to assure the ready storage and retrieval of project documents, records, and reports

Maintains close communications with the Survey Party Chief to report survey progress, problems with and possible resolution to pertinent issues hampering project survey completion

Provides guidance and supervision to survey personnel in the area of the project's requirements for survey activity documentation, tracking of project progress and costs, tracking of personnel time and expense reporting, assurance that project documents are completed properly and legibly, are controlled, stored, and readily retrievable for review

Implements a project's specified requirements, role for compliance to safety requirements, role for emergency response, and the related documentation necessary to record the survey process.

At project completion, assists the preparation and submission, to the Project Manager/Client Representative, of the complete documentation for all survey activities performed into a project completion package

Maintains Field Notes as outlined in the TRC Guidelines for Field Surveys

Performs assigned survey activities and makes surveying adjustments for any obstructions that may have been overlooked during the detailed reconnaissance of the route

Processes survey data

Interfaces with the Survey Party Chief for survey data translation during the interface of data in conjunction with the preliminary alignment maps and plats development

Assists in indoctrination of survey personnel assigned to a project with regard to company and project survey procedures prior to personnel initiating work in the field

Maintains and operates the survey instrumentation throughout the collection process of pertinent survey data

Assists the Survey Party Chief with the assigned project survey activities and assumes leadership of the survey team in the Survey Party Chiefs absence

Performs assigned survey instrumentation operations activities and has the first line of responsibility for the collected survey data.

Assures that company and project surveying procedures are properly implemented to achieve a quality survey job. Reports to the Survey Party Chief for interpretation of the TRC Guidelines for Field Surveys

Assists in indoctrination of survey personnel assigned to a project with regard to company and project survey procedures during the initiation of survey work in the field

Maintains a daily log of survey angles and ties collected during the survey processes

QualificationsEDUCATION

High School Diploma

Global Positioning Systems (GPS) knowledge preferredEXPERIENCE:

Minimum experience required is two years surveying experience with previous Instrumentman experience

Must be knowledgeable in the electronic data collection methods of cross-country pipeline surveying

Must have knowledge of survey instrumentation operating procedures and survey data collection techniquesLICENSING:

ACSM Survey Technician Certificate preferredDepartment/Location Specific Requirements and Comments

Must pass pre-employment and random drug tests

Must be a minimum of 18 years of age to applyLANGUAGE SKILLS:
