Position SummaryThe Procurement and Supply Chain Lead is responsible for managing a team tasked with overseeing and optimizing procurement and supply chain operations through the City’s ERP system.  This individual will serve as a lead liaison between OPAL team and the City’s Procurement, IT, Finance, and other City departments.The purpose of this position is to lead a team that will analyze the project requirements, work with a team of implementation consultants to design the system, conduct initial user acceptance testing, train city personnel, help to integrate the system with other city software and launch the software in phases.  After the project is launched, an optimization phase where the team will analyze and implement changes to improve the performance. As the ERP is a Software as a Service (SaaS) model there will be a continual need to support, test and train new functionality every 3 to 6 months. Essential FunctionsThroughout the OPAL ERP and DW/BI project, the Procurement & Supply Chain Lead will:Provide functional analysis and input on workflows related to Supply Chain, Purchasing, and Bid Process processes, workflows, and maintenance routines.Define and design the future state supply chain, purchasing, and bid processes policies, business processes & requirements.Prioritize the supply chain, purchasing, and bid processes configuration options to consider in setting up the new system to support the future state supply chain, purchasing, and bid processes, business processes & requirements.Select, setup, and document the selected configuration option to support the future state supply chain, purchasing, and bid processes policies, business processes & requirements.Prepare for and test the supply chain, purchasing, and bid processes configuration to validate the setup satisfies the design.Document business process and application configuration training content that will be used by the training team to prepare for and conduct supply chain, purchasing, and bid processes end user training sessions.Create and deploy the supply chain, purchasing, and bid processes accounting business process and systems user procedures to the appropriate end users. Review, administer and monitor supply chain, purchasing, and bid processes workflow development procedures to validate compliance with policy, process, and systems design.Work with OIT and the project team to meet the delivery schedule; andAfter the OPAL ERP and DW/BI project has been deployed, the Procurement & Supply Chain Lead will also: Identify, research, resolve, and report on production issues and document enhancements requests.Analyze vendor provided new release supply chain, purchasing, and bid processes functionality to determine relevance to meet the current or new business processes & requirementsDefine and design the relevant new release supply chain, purchasing, and bid processes functionality’s ability to meet the business processes & requirements. Setup and document the relevant new release supply chain, purchasing, and bid processes functionality.Prepare for and regression test the new release supply chain, purchasing, and bid processes functionality to validate the setup satisfies the revised design requirements.Document the revisions to the supply chain, purchasing, and bid processes business process and application configuration training content associated with the new release functionality and provide this incremental content to the training team for them to prepare for and conduct the needed incremental supply chain, purchasing, and bid processes end user training sessions.Create and deploy incremental new process and systems changes to the supply chain, purchasing, and bid processes business process and systems user procedures to the appropriate end users; andLook for opportunities to incrementally optimize the supply chain, purchasing, and bid processes to meet future requirements or leverage delivered systems functionality and technology.Competencies, Knowledge, Skills and AbilitiesStrong project management and change management skillsExcellent communication and stakeholder engagement abilitiesAnalytical mindset with a focus on process improvement and problem-solvingStrong verbal and written communication skills with ability to create leader, user, and project documentation and procedures, clearly and conciselyStrong meeting facilitation and presentation skillsAbility to work well with individuals at all levels within and outside the organizationAbility to work well under pressure and multi-tasking in a fast-paced organizationExtensive supervising, coaching, inter-personal, and collaborating skills and overseeing high quality and timely deliverable creation.
