Position Description: The Information Services (IS) Manager is responsible for leading and managing one or more work teams relating to thedevelopment of innovative solutions that achieve successful performance goals for the IS department. Responsibilities alsoinclude managing a team of individuals through multiple projects while developing and maintaining project plans to ensuremilestones and project deliverables are met. Develops detailed technical knowledge of systems and business processes andidentifies process improvement initiatives and targeted opportunities for improvements. Manages and coordinates thedevelopment of new functionality, testing and implementing scheduled vendor releases and system upgrades, and fixing systemdefects. Develops the change management procedures and protocols for the department.

Accountabilities• Manages multiple highly complex projects and initiatives simultaneously through the project management life cycle.• Manages the day to day operations of assigned team including but not limited to employee mentoring, performancemanagement, timecard retrieval, team meetings, and communicating operational requirements.• Develops a detailed technical knowledge of application systems and business processes and identifies process improvementinitiatives and targeted opportunities for improvements in the application.• Develops, manages and executes project plan tasks and milestones while meeting project objectives and reports projectchanges to leadership as appropriate.• Develops new policies and procedures relating to system design, enhancements, change control, and maintenance of theapplication.• Manages the delivery of complex workflow/system requirements in order to design, configure, test and implementapplication solutions.• Defines system requirements, and develops logical data models using best practices for build and configuration,maintenance and data integrity.• Coordinates, creates and maintains all documentation for assigned applications in order to establish standards forconfiguration and enhancements within the application.• Develops, and executes test plans that are comprehensive and inclusive of application functionality changes and/orenhancements to ensure successful outcomes.• Develops departmental standards regarding change control to ensure accurate data tracking and monitors change processby maintaining current protocols and reporting any problems to appropriate personnel.• Participates as an active member of the Information Services Management Team. Develop and present project analysis(including cost/benefit) for management review.• Performs duties in accordance with Penn Medicine and entity values, policies, and procedures• Other duties as assigned to support the unit, department, entity, and health system organization

Minimum Requirements: Required Education and Experience• Bachelor's Degree • Current Internal Penn Medicine Information Services division employees may be considered with proof of active and continued enrollment in an approved bachelor degree program• At least 3 years' experience in Healthcare IT• Experience in a Management or Leadership role is required.

Required Skills and Abilities• Demonstrated project management skills• Experience with Project Management tools and methods• Knowledge of basic hardware configurations and database management tools• Ability to troubleshoot, research and solve technically challenging problems• Demonstrated customer service skills• Ability to communicate effectively with all levels of staff• Ability to work effectively with a range of business, clinical, and academic leaders.• Ability to implement process improvements• Knowledge of healthcare operations and data structures and the use of information system applications in the practicing healthcare environment• Broad understanding of the Microsoft environment

Additional Information: As part of our COVID-19 response, this position may currently be offering partial or full remote work. However, in the near future this position will require full or partial on-site work.
