SUMMARYThe Talent Acquisition Manager provides forward-looking strategic human resources expertise in the area of talent acquisition and recruitment. TheTalent Acquisition Manager will lead our efforts in talent acquisition, working closely with hiring managers and HR professionals to ensure a seamless recruitment process. Responsible for continuously seeking out top talent, developing a compelling employment brand, and fostering positive relationships with candidates and employees. Expertise in sourcing strategies including pipeline development, candidate assessment, and employer branding will contribute to our success in attracting the best candidates for Montgomery County. This position will have a significant impact on the organization by bringing in top talent and building a strong, engaged workforce that drives our organization's success.The Manager has responsibility to partner with leadership, hiring managers, and HR Business Partners embedded in County departments as it relates to acquisition and recruitment initiatives. The recruitment staff report directly to the manager. The Manager Reports directly to the Director of Human Resources.ESSENTIAL DUTIES AND RESPONSIBILITIESEssential Functions and Accountabilities

Develop talent acquisition strategies for key positions and hiring plans to include pipeline development with local universities, high schools and other programs;

Working in partnership with HR leadership and the Communication team, develop employment branding initiatives to include social media presence;

Proactively source, screen, and engage with potential candidates through various methods to build a pipeline of qualified talent. Conduct initial screenings to assess candidate qualifications, skills, and fit for the organization;

Manage the entire recruitment process from job posting to offer acceptance. This includes scheduling interviews, coordinating with hiring managers, conducting interviews (if necessary), and facilitating the offer process. Work in cooperation with Compensation staff and organizational Development staff for on-boarding coordination;

Manages the Applicant Tracking System and recruitment/sourcing contracts. Works in partnership with other HR leaders to select and implement new systems or upgrades as needed;

1. Supervise recruiting staff to include scheduling, providing on-going feedback, and performance evaluations;```{=html}```

1. Ensure a positive candidate experience throughout the recruitment process. This includes timely communication, providing feedback to candidates, and addressing any concerns or questions they may have;

2. Track recruitment metrics and analyze data to measure the effectiveness of recruitment strategies. Generate reports and provide insights to management on recruitment trends, candidate pipelines, and other relevant metrics;

3. Organize and/or attend career fairs, assessment centers or other events;

4. Use metrics to create reports and identify areas of improvement including Diversity, Equity and Inclusion strategies;

5. Stay up-to-date on relevant employment laws and regulations to ensure compliance with hiring practices. Adhere to company policies and procedures related to recruitment and selection.QUALIFICATION REQUIREMENTSRequired Minimum Education, Credential and Experience

Education: Bachelor Degree in Human Resources, Business Administration or other related field;

Credential: None required;

Experience: Three years of progressive experiencein full-cycle recruiting, sourcing and employment branding.

Preferred Minimum Educational and Credential

Education:

Credential: Professional in Human Resources (PHR);

Experience: Talent acquisition management experience preferred.

Other Skills

Ability to drive or have reliable transportation to any of the Montgomery County facilities, job fairs or othe events;

Ability to communicate verbally and in writing;

Ability to occasionally work into evening hours or weekends for events;

Proficient in the use of social media and job boards;

Willingness to understand the duties and competencies of different roles;

Working knowledge of Applicant Tracking Systems (ATS) and databases.
