Description: The Division of HIV Disease, Care Section, is requesting to fund a temporary consultant position to assist with the onboarding of providers to the central DOH CAREWare server.

Responsibilities: The Health Resources & Services Administration (HRSA) oversees the federal funding for all Ryan White HIV grants which funds the Division of HIV Care Section activities. HRSA also requires all funded providers to utilize the CAREWare system to collect service data and ultimately report to HRSA. The CAREWare system is provided free of charge by HRSA, however, the installation of all upgrades along with import and exporting data to the central server is the responsibility of the Division of HIV Disease, Care section. HRSA has required all grantees and providers to transition to CAREWare 6, the latest version of CAREWare. As part of this process DOH in coordination with the providers and grantees decided to move all providers from their instance of CAREWare to the central DOH CAREWare server. It has been determined the level of expertise to complete the migration of provider data to the central CAREWare server will require the provision of technical assistance to coordinate the data migration. The primary objective of this engagement is to serve as a Technical Business Analyst to the CAREWare centralization project team.
  • Analyze provider’s CAREWare system and document all custom field requirements
  • Work with central DOH Data Managers to ensure non-duplicating custom data being converted to CAREWare 6.0
  • Develop workflow and procedures to onboard each provider from their native CAREWare system to the DOH central CAREWare server
  • Serve as thought leader for technical business processes, developing forward-thinking systems prototypes that promote increased efficiency and productivity on multiple levels
  • Assist with project planning and reporting efforts with the PM
  • Perform, evaluate, and communicate thorough quality assurance at every stage of systems development
  • Determine and develop user requirements for systems in production, to ensure
  • maximum usability
  • Coordinate between technical teams for the provider, CAREWare vendor and DOH teams to ensure execution of the documented data migration tasks
The selected Candidate must be familiar with data migration of health care data across systems. They will have proven experience in technical analysis and support leading to successful projects. They consult with the client to identify issues and analyze problems to raise to PM as necessary. The Technical Analyst will assist the team and the PM to coordinate CAREWare migration efforts from start to finish ensuring that the project will meet defined requirements.

The Candidate will be required to:Determine operational objectives by studying CAREWare functions; gathering information; evaluating output requirements and formats.Understand the database model and data migration tasks from provider to central DOH CAREWare server.
  • Coordinate with stakeholder teams across business and technical units of the providers, CAREWare vendor and HHS SM to develop necessary analysis and documentation in a collaborative way to ensure all migration tasks and activities.
  • Import provider data to DOH central server, test and valid data and export to DOH CAREWare production
  • Evaluate, analyze, and communicate data migration tasks on a continuing basis, and maintain systems processes, including the delivery of monthly status reports to all appropriate parties
  • Develop meaningful and lasting relationships with partners for optimized data migration efforts, and respond to questions and concerns from managers and executives with supporting research and recommendations
  • Assist team and Project Manager to achieve the goals of the project for a successful completion

Required/Desired Skills:This position requires a high degree of skill, leadership, ability to take initiative, and dedication. Ability to ramp up quickly and perform independently is essential. Familiarity and experience with programs and issues relative to health and human services is considered helpful.

Technical skills needed are:
  • Knowledge of SQL and Access DB
  • Knowledge of Data Migration
  • Ability to understand and troubleshooting data transfer errors
  • Develop and maintain test logs for each provider data migration
  • Strong technical skills of learning and understanding new web-based systems,
  • Ability to verbally and through written communication articulate clearly technical issues
  • Experience with health-related data

Business Analysis skills required are:
  • Assist with planning the conversion of the providers CAREWare system to an DOH central CAREWare server
  • Timely coordination with various stakeholders
  • Ensure requirements are validated.
