THE POSITION
Are you looking to jump-start your civil engineering career? Join the Pennsylvania Department of Transportation as a Civil Engineer Trainee! This twelve-month training program is designed to develop the engineering skills, abilities, and knowledge required of a PennDOT Civil Engineer.Through on-the-job learning activities, you will gain exposure to engineering areas of design, construction, maintenance, and highway safety and traffic, which will prepare you to advance into a permanent position within the district.We are filling multiple positions in the Bureau of Operations. If you apply to this posting, you will be considered for all of the positions.DESCRIPTION OF WORK
You will perform a variety of developmental work assignments in all phases of highway and bridge design, construction, and maintenance, as well as non-engineering support functions. You will develop a basic understanding of departmental policies, procedures, organizational responsibilities, and workflow.Training consists of scheduled rotational work assignments in engineering districts to gain familiarity with district personnel and procedures, and to participate in work projects to achieve the overall training objective. You will also participate in classroom training as designated by the program coordinator.Work is closely screened prior to assignment and reviewed in detail for completeness, technical accuracy, and soundness of approach, both in progress and upon completion. Upon satisfactory completion of the training program, final job placement will be made to meet both the employee's and department's needs.Final placement may be in one of the following areas:
Highway Safety and Traffic Operations Division, Traffic Systems and Performance Unit - you will assist with the oversight and review of design, construction and maintenance of DOT's Intelligent Transportation Systems network.
Highway Safety and Traffic Operations Division, Temporary Traffic Control Unit - you will assist in managing the Department's work zone safety, mobility and performance analytics program. You will provide oversight and management for digital traffic control plans, automated worker presence, lane evaluation tools, and explore the use of A.I. in relation to work zones.
Asset Management Division, Pavement Testing Section - you will assist in the management of the Statewide Posted and Bonded program; review, evaluate and analyzed posted and bonded policies and procedures; develop statistical analysis reports, spreadsheets and briefs to monitor roadway usages and performance; and assist in developing and operating an e-permitting system for Posted and Bonded roads.
Asset Management Division, Bridge Asset Management Section- you will assist in managing statewide bridge assets; review, evaluate and analyze historic bridge data to assist in the development of bridge performance measures and goals; and apply asset management principles to facilitate a Bridge Asset Management System.Work Schedule and Additional Information:Full-time employment.
Work hours are 8:00 am to 4:30 pm, Monday - Friday, with a 1-hour lunch.
You will not have the option to telework in this position.
Please Note: Selected candidates who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $64,861.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
Four years of civil engineering experience, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
A bachelor's degree in civil engineering, or in a closely related field, which includes or was supple ented by major course work in civil engineering; or
An equivalent combination of experience and training which includes possession of an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
Applicants will be considered to have met the educational requirements once they are within six months of graduating with a qualifying degree.Other Requirements:PA residency requirement is currently waived for this title.
