Since 1993, The Pathfinder Network (TPN) has been providing justice-system impacted individuals and their families the tools and support they need to be safe and thrive in our communities. We serve individuals experiencing incarceration, those reentering the community, those on forms of community supervision, their families, and their children, within 9 of Oregon’s 11 corrections facilities and in the community in Multnomah, Jackson, Marion, and Clackamas Counties. We develop and deliver a comprehensive scope of evidence-based, trauma-, gender- and culturally-responsive cognitive behavioral-based programs, including our proprietary, evidence-based curriculum Parenting Inside Out, which is the highest-rated parenting skills curriculum for parents involved with the criminal justice system. Our community programs feature holistic wraparound individual and group support and services. We serve an average of 3,000 people a year agency-wide.

WHAT YOU WILL BE COUNTED ON TO DO

As the People Operations Administrator, you will serve as a subject matter expert in employment laws, compliance requirements, lead benefits and payroll management, and support the development and implementation of agency policies and procedures. You will work in collaboration to support high-quality programs to ensure a strong equity-oriented culture, to recruit and retain talented people of all backgrounds, and to promote the full development, performance, wellness, and satisfaction of all employees. We will look to you to lend your strategic and operational expertise to the team on all people-related matters. You will deliver culturally-responsive, employee-centered, and trauma-responsive support as you provide people operations support to our People & Culture team.

You will play an integral role in ensuring The Pathfinder Network (TPN) staff and programs are fully supported to deliver high-quality prevention and intervention services to adults and children who are justice-involved. You will support the organizational culture of TPN while ensuring we have the processes in place to provide a positive work experience for our employees.

Responsibilities

People Operations (90%)

Support in development of key people operations development and implementation of performance goals.

Support People Operations Coordinator in recruiting and onboarding processes.

Manage semi-monthly payroll processing in partnership with the Finance and People and Culture teams.

Review payroll and benefits including review of monthly benefits invoices for active/terminated employees and resolve discrepancies with benefits administrator and carriers. Manage full cycle benefits process and lead open enrollment.

Support in administration of the organization’s retirement plan.

Manage Affirmative Action Plan and work with managers and directors to remain in compliance.

Work in partnership with employees and managers to provide supportive leave of absence and paid time off programs that are compliant with local, state, and federal leave laws and responsive to changes in legislation, for example: FMLA, OFLA, FFCRA, ADA, Oregon Pregnancy Accommodations Law, etc.

Work with applicants, employees, and managers to engage in the interactive process to ensure reasonable accommodations, in compliance with the ADA/ADAAA.

Maintain and audit employee HR documentation and procedures, including job descriptions, personnel files, and employee handbook. Respond to requests for information.

Maintain current working knowledge of compliance and regulatory changes, industry trends and best practices.

Administer performance management system.

Gather and analyze data with useful metrics, like time to hire and employee turnover rates.

Support full implementation of HRIS.

Support in completion of compliance reporting including EEO-1 and pay data reporting.

Support the development and implementation of agency policies and procedures, applying a critical approach to ensuring equitable and inclusive practices.

Other duties as assigned.

Culture and Community Building (5%)

Support Director of People and Culture and Executive Team in developing plans to promote a work environment that is engaging, energizing, and one where team members can thrive.

Develop and implement internal peer mentoring system.

Participation in Shared Leadership (=5% of your time)

Be a champion in the shaping and sustaining of a diverse, equitable, inclusive, and just workplace, with a focus towards creating racial equity.

Participate on cross-departmental teams or committees regarding organizational policies, processes, and work environment

Participate in Temporary Teams, Equity Team, Employee Resource Groups, and other teams

Contribute individualized skills, knowledge, experience, and expertise to help the agency reach its mission

Requirements

Experience and skills we are interested in:

Equivalent to a bachelor’s degree in a related field.

Two or more years working in progressive human resources roles, with HR Generalist responsibilities.

Experience leading payroll and benefits administration.

SHRM or HRCI certification(s)

Working knowledge of SaaS payroll solutions such as Paylocity, Paychex, ADP, etc.

Intermediate-level computer capabilities in the use of databases, web-based environments, word processing, email, and spreadsheets.

Excellent written and verbal communication skills, and ability to present and work with diverse audiences, specifically racial, ethnic, gender expression, socioeconomic, education, spiritual and other cultural backgrounds.

Experience with diversity, equity and inclusion concepts, work, and integration.

Non-profit experience and/or experience with the criminal justice system and/or child welfare system.

Must possess a valid driver’s license and have access to a motor vehicle during work hours that is covered by adequate car insurance. Must pass a Motor Vehicle Report (MVR) check that meets the organization’s underwriting criteria.

Must pass a background check, employment verification, and drug screen (which does not include testing for marijuana).

Working Conditions/Travel Requirements

This job operates within a community service delivery setting. This is largely a sedentary role and this role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

The Pathfinder Network follows public health guidance for any public health emergencies and will remain in compliance with any vaccination or isolation requirements from partner agencies.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel; and reach with hands and arms.

This is a full-time, non-exempt position. Typical days of work are Monday through Friday; however, evening and weekend work may be required as needed. This is a remote position based in Oregon, with a strong preference for Medford or Portland. Attendance at staff events will be required with advanced notice.

Travel may be required between TPN work locations across the State of Oregon, which may require an overnight stay.
