WHO WE ARE

Since 1993, The Pathfinder Network (TPN) has been providing justice-system impacted individuals and their families the tools and support they need to be safe and thrive in our communities. We serve individuals experiencing incarceration, those reentering the community, those on forms of community supervision, their families, and their children, within 9 of Oregon’s 11 corrections facilities and in the community in Multnomah, Jackson, Marion, and Clackamas Counties. We develop and deliver a comprehensive scope of evidence-based, trauma-, gender- and culturally-responsive cognitive behavioral-based programs, including our proprietary, evidence-based curriculum Parenting Inside Out, which is the highest-rated parenting skills curriculum for parents involved with the criminal justice system. Our community programs feature holistic wraparound individual and group support and services. We serve an average of 3,000 people a year agency-wide.

WHAT YOU WILL BE COUNTED ON TO DO

As the Peer Support Program Manager, you will play an integral role in ensuring The Pathfinder Network (TPN) staff and programs are fully supported to deliver high quality prevention and intervention services to adults, children and families who are system-impacted. Your role will include supervising, leading, planning, organizing, delivering, supporting and managing staff and the program. You will ensure contract, grant, Oregon Administrative Rule, Oregon Revised Statutes and Correctional Program Checklist compliance, as well as promote program delivery and fidelity using evidence-based practices.

Your strong leadership, organizational and collaborative skills to work well under high-stress emotional experiences, high-level of empathy and ability to keep strong boundaries will enable you to thrive in this position. In this management position, you will support the mission of TPN and our partners, and act as a liaison between TPN staff, partners, and the agency leadership team. You will bring strong technical skills and business acumen to ensure that TPN programs are fully supported to consistently deliver high quality services with impact and excellence.

Responsibilities

Staff Support, Training, and Supervision

Manage operations of program and program staff (Peer Support Supervisors and Operations Supervisor), ensuring quality service delivery.

Monitor staff schedules, provide monthly individual staff supervision, process personnel documentation and assist to hire program staff.

Develop, revise, adhere to and support operational practices, procedures and policies.

Manage the coordination, planning, and completion of all deliverable and contract performance goals.

Facilitate weekly team meetings with Peer Support Specialists to staff cases, address operational issues, and ensure the successful delivery of programs.

Evaluate and support staff in creating service plans, assessing clients’ progress, implementing appropriate interventions, providing resources and referrals, and completing supporting documentation.

Program Management and Outreach

Collaborate with partner agencies to maintain interagency communication and cooperation. Attend multi-disciplinary meetings and community meetings.

Lead community outreach, participate and assign outreach efforts to program staff to ensure consistent referrals and program engagement. Serve as a community liaison and a face for TPN’s programming in Multnomah County.

Complete and process documentation and paperwork as required. Ensure staff are processing documentation and paperwork as well as entering all data as required. Conduct at least monthly audits of electronic and paper files.

Submit all programmatic and grant reporting documents in a timely manner. Assist in completion and submission of all required reports.

Adhere to program budgets and financial policies and guidelines. Plan for and approve program expenses.

Work with TPN’s Training Department to support program integrity and professional development of staff. Engage in ongoing training, coaching and support and participate in continuous quality improvement efforts.

Participate in train the trainer processes for program curriculums and models. Role model effective use of curriculums and model, as well as train, coach and support other staff.

Assist in implementation of new programming and grant projects from start to sustainability and serve as a leader in efforts to continuously improve, assess and advance all programs.

Participation in Shared Leadership (=5% of your time)

Be a champion in the shaping and sustaining of a diverse, equitable, inclusive and just workplace, with a focus towards creating racial equity.

Participate on cross-departmental teams or committees regarding organizational policies, processes and work environment

Participate in Temporary Teams, Equity Team, Employee Resource Groups, and other teams

Contribute individualized skills, knowledge, experience and expertise to help the agency reach its mission

This position supervises full-time Peer Support Supervisors and the Operations Supervisor.

Requirements

Experience and skills we are interested in:

Coursework or training in criminal justice, social work, social services, or related disciplines

Two or more years of related experience

Intermediate level computer capabilities in use of databases, web-based environments, word processing, email, and spreadsheets

Must pass a criminal history background check (a criminal record is not automatically disqualifying), employment verification, and drug screen

Bachelor’s Degree in a related field

Lived experience with criminal justice involvement and/or addiction and recovery

Experience supervising peer delivered services and staff

Experience providing training and participating in train the trainer models

Non-profit experience and/or experience with the criminal justice system

Must possess a valid driver’s license and have access to a motor vehicle during work hours that is covered by adequate car insurance

Referral bonuses are payable after 60 days of employment to new employees in good standing. New candidates should specify in the job application who they were referred by, and the community member will also complete this form.

Working Conditions/Travel Requirements

This job operates within a community service delivery setting. This is largely a sedentary role and this role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

The Pathfinder Network follows public health guidance for any public health emergencies and will remain in compliance with any vaccination or isolation requirements from partner agencies.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel; and reach with hands and arms.

This is a full-time, exempt position. Typical days of work are Monday through Friday; however, evening and weekend work is required as needed.

Frequent travel is required in the community and to meetings and trainings. Travel to TPN administrative office in Portland, Oregon and program sites across the state will be required periodically with advanced notice.

Compensation and Benefits: This is an exempt, full-time position. The hiring rate for this position is $53,976 - $55,595 per year, DOE. For bilingual candidates, the hiring range is $57,263 - $58,981. Salary offers are determined in conjunction with an internal pay equity assessment.
