Housing Compliance Specialist at Cascadia Housing

Location: NE Portland Administration Office

Schedule: Monday to Friday, 8:30 a.m. - 5:00 p.m.

Job Overview:

As a Housing Compliance Specialist, you will play a crucial role in managing risks related to compliance issues, ensuring continued rent subsidies, and enhancing revenue. You will oversee the day-to-day compliance activities of our affordable housing portfolio, including income certification, reporting requirements, data management, and guiding housing staff in executing compliance responsibilities. Your work will ensure adherence to Federal, State, and local regulations related to affordable housing occupancy.

Key Responsibilities:

Maintain and revise department policies and procedures to support Cascadia Housing’s mission.

Ensure compliance with Regulatory Agreements and Investor/Lender requirements.

Monitor laws, regulations, and programs affecting tenant selection and certification.

Oversee general and property-specific waitlists.

Maintain tenant databases for HUD projects and submit invoices using TRACS or similar systems.

Conduct internal audits for quality control and prepare for agency audits.

Train compliance staff, asset managers, on-site staff, and program staff.

Provide Yardi support and maintain accurate tenant information.

Perform administrative and technical tasks relevant to program operations.

Qualifications:

Education:

Required: High school diploma and one of the following certifications: C3P (Tax Credit Certification), HCCP (Housing Credit Certified Professional), CPO (Certified Professional of Occupancy), AHM (Assisted Housing Manager Certification), or a similar designation. Alternatively, certification must be obtained within 12 months from the date of hire.

Experience:

Minimum of two years of compliance experience working with mixed-financing affordable housing properties.

Specialized Knowledge, Skills, and Abilities:

Thorough knowledge of federal, state, and local laws, rules, and regulations pertaining to affordable housing programs and compliance.

Proficiency in MS Office applications, with an emphasis on Excel.

Experience with property management software such as Yardi.

Ability to enter, retrieve, and analyze data and prepare reports.

Ability to commute to other Cascadia properties as needed.

Working Conditions:

Most work is performed in an office setting at the administration office.

Visits to sites to meet with tenants as needed.

Standard hours are daytime, generally 8:00 a.m. to 5:00 p.m., with occasional longer hours required to meet deadlines.

May be out-stationed at various Cascadia or community organization offices for short periods.

Work involves interaction with a diverse group of people, including tenants who may appear disorganized, disheveled, and/or speak loudly or abusively.
