Department: Fiscal Services Department

Location: Washington Service Center

Reports To: Payroll Manager

FLSA Status: Non-Exempt

Bargaining Unit: Classified, OSEA

Compensation: Classified Salary Schedule

Work Days: 250 days

NW REGIONAL ESD’S MISSION STATEMENT

In partnership with the communities we serve, Northwest Regional ESD improves student learning by providing equitable access to high quality services and support.

GENERAL DESCRIPTION:

Responsible for processing all payroll and related fiscal services for

the ESD, and other school districts that may contract with the ESD for similar services. This

position is distinguished by the increased responsibility and knowledge required to perform the

full range of payroll and other program services required by the ESD and contracted school

districts.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. 1. Associate’s degree or equivalent from a two-year college or technical school in

accounting or related field preferred.

2. Two years’ experience in progressively responsible payroll processing, governmental

3. accounting and financial data processing.

4. Thorough knowledge of the principles, practices and law pertaining to payroll, taxes and

benefits.

5. Strong skills in computer operations including data entry/maintenance in fiscal software

(Infinite Visions financial accounting system or similar equivalent); Microsoft Office Suite,

including intermediate to advanced proficiency in Excel, Word and Google.

KNOWLEDGE, SKILLS, and ABILITIES:

1. Knowledge of the principles, practices and procedures of municipal

accounting and auditing.

2. Knowledge of federal and state wage and hour requirements, and District policy.

3. Knowledge of automated payroll, accounting and financial systems.

4. Demonstrated skill in analyzing and preparing complex payroll tax statements

and reports.

5. Ability to communicate effectively and to establish and maintain effective working

relationships with other employees, auditors, and representatives of governmental or

financial agencies.

6. Knowledge is required to perform advanced mathematical operations using

fractions, percentages, ratios, multiplication, division, addition and subtraction.

7. Satisfactorily perform the job functions to oversee payroll operations and federal

and state tax reporting.

8. Ability to express ideas, proposals, and recommendations effectively, orally and in

writing.

9. Ability to physically perform assigned duties.

10. Ability to work independently under broad organizational guidelines to achieve unit

objectives and directing others within a small work unit. Utilizing resources from

other work units is required when necessary. Attend all required department

meetings and training.

ESSENTIAL FUNCTIONS: Include the following. Performs some or all of the following tasks. Other Duties may be assigned.

The duties listed below are not inclusive, but characteristic of the type and level of work assigned for this position.

A. Responsible to perform with accuracy the payroll duties for all ESD organizations.

B. Receive, record, and process all data required to produce the district payroll and verify

all payroll amounts before and after checks are processed.

C. Input information for organization payroll and changes necessary for accuracy of payroll.

D. Prepare reports and checks for withheld taxes, miscellaneous voluntary payroll

withholding and insurance accounts to be remitted to various companies and agencies

including annual reports related to payroll.

E. Reconcile monthly, quarterly payroll, year-end payroll for W-2 information and for the

PERS annual report.

F. Answer employee questions pertaining to payroll or fringe benefits.

G. Maintain close working relationships with Human Resources staff to ensure correct and

prompt receipts of payroll information regarding new and terminating personnel.

H. Prepare reports and provide all necessary payroll information for successful completion

of district audits.

I. Handle confidential documents including personnel records, disciplinary actions, and

recommendations for salary adjustment.

J. Exercise a high level of independence in originating, planning, adapting systems to

accomplish tasks.

K. Achieve a broad familiarity with the personnel and programs of the service area or

program.

L. Maintain a high level of discretion, accuracy, and clarity in communication.

M. Work effectively and efficiently to prevent errors that could result in significant time loss,

complex schedule disruptions, or dollar losses.

N. Perform other related work as required.
