Primary Purpose:

The Program Manager is responsible for the day-to-day operation of Coastline Services. This position is responsible for ensuring that the program maintains compliance with all state, federal and local regulations, and Joint Commission accreditation requirements as well as the ability to manage system of care for multiple service delivery mechanisms. This position is responsible for maintaining effective utilization of program services, assuring compliance with agency clinical practice, government, and insurance company reimbursement policies. This position may also provide comprehensive mental health assessments and maintain a small caseload.

Education and Experience:

Must meet Qualified Mental Health Professional (QMHP) classifications, which includes a degree in one of the following:

· Graduate degree in Psychology;

· Graduate degree in Counseling;

· Graduate degree in Social Work;

· Graduate degree in Recreational, Art, or Music Therapy; or

· Graduate degree in a behavioral science field.

Must be licensed in a clinical field (LCSW/LPC/LMFT, etc.) and have three years post-licensure experience in direct mental health service delivery including clinical, training, and supervisory responsibilities. Additionally, two years supervisory experience preferred.

Must demonstrate the ability to conduct an assessment, including identifying precipitating events, gathering histories of mental and physical health, substance abuse, past mental health services and criminal justice contacts, assessing family, cultural, social and work relationships, conducting a mental status examination, complete a DSM diagnosis, write and supervise the implementation of a Service Plan, and provide individual, family or group therapy within the scope of their training.

Essential Duties, Responsibilities and Core Competencies:

Clinical

A. Provide direct one-to-one clinical and administrative supervision using Feedback Informed Treatment (FIT) case review approach as assigned.

B.Participate in rotating on call responsibilities for Treatment Foster Care.

C.Conduct annual administrative performance appraisals for direct supervisees.

D.Attend to job performance of all program staff and provide observations and coaching to appropriate supervisors.

E.Guide, assist and direct program staff in completing QI projects in collaboration with QI Director.

F.Provide supervision for interns and candidates for licensure in Oregon as assigned.

G. Demonstrate knowledge of all applicable Oregon Administrative Rules (OAR) and Behavior Rehabilitation Services Rules.

H. Demonstrate knowledge of and be able to efficiently access community resources, support services, and referral systems for treatment and discharge planning.

I. Act as a resource for staff on regulations and policies and procedures as they pertain to day-to-day operation of Jackson Services.

J. Review potential cases of fraud, abuse, or mis-utilization in coordination with Clinical Supervisor and refer to Program Director for further investigation.

K. Work with agency leadership and the team to develop and implement innovative team-based, community-focused, services.

L. Maintain ongoing awareness of program needs and issues.

M. Demonstrate understanding of child and adolescent developmental levels and treatment needs through interaction with residents and participation in clinical staffing.

N. Consistently model, coach, and train staff in implementing Collaborative Problem Solving and trauma informed interventions.

O. Abide by ethical codes, mission, values, and professional standards, including confidentiality.

Administrative

A. Promote positive staff relations through communication and implementation of agency policies, procedures, and practice guidelines.

B. Delegate tasks and responsibilities to assure smooth team function and task completion.

C. Demonstrate a high level of competence and problem-solving skills in risk management, evidence-based therapeutic interventions, and decision making while considering impact on youth and young adults, staff and other departments.

D. Serve as member of agency’s Leadership Team.

E. Assure all staff are proactively engaged in Quality Assurance Compliance programs.

F. Responsible for data collection, analysis and reporting of QA indicators.

G. Maintain familiarity with Joint Commission, Oregon Administrative Rules and individual Coordinated Care Organizations requirements as well as understanding of relevant private health plan requirements.

H. Assure program is maintaining audit review readiness.

I. Be familiar with all job functions and tasks.

J. Assist in development of policies and procedures related to program operations.

K. Assure the program alignment with latest research and the evidence based practices.

Leadership

A. Maintain an active, visible, regular, and reliable presence in the program.

B. Present a positive attitude, professional demeanor and demonstrated respect with youth and young adults, families, staff, visitors, and community partners.

C. Demonstrate and communicate knowledge of agency’s policies, practice guidelines and information pathways.

D. Actively utilize and reference agency policy, procedures, mission, and values.

E. Demonstrate and maintain clear, consistent, therapeutic limits; demonstrate ability to develop therapeutic rapport with youth and families.

F. Demonstrate a high level of professionalism and professional boundaries.

G. Demonstrate flexibility adapting to program change.

H. Model good communication skills.

I. Participate in supervision, accept feedback, and offer feedback to others.

J. Respond to youth crisis and implement nonviolent crisis intervention as needed to maintain a safe environment.

K. Serve as back up to the Program Director.
