The Coos County Circuit Court is hiring a Deputy Trial Court Administrator (DTCA – Manager 2). The DTCA works closely with the Trial Court Administrator to oversee non-judicial operational areas of the court and all functions of court operations. Together they work to manage through subordinate supervisors, lead workers, and designated staff for the 15th Judicial District. Coos and Curry Counties comprise the 15th Judicial District. If selected for this position, you will be expected to travel the [up to]200-mile distance between court locations in some of Oregon’s most beautiful southern, coastal landscape to successfully manage the district.

The day to day:

As the DTCA, you will make decisions, set goals, and implement both short- and long-range strategic planning processes in addition to the daily management of staff and court functions. You will serve as manager for the district’s judicial assistants, jury manager and treatment court coordinator and release assistance offices directly, as well as through subordinate supervisors to evaluate staff performance. You will have significant responsibility for human resources functions such as hiring, onboarding, work performance expectations, and discipline (up to and including dismissal).

You will track the District’s biennial budget, its purchasing and financial accounting functions for accuracy and discrepancy and be a resource for the most complex questions or issues that arise from court accounting. You may be expected to troubleshoot simple information technology issues when they arise to keep matters in court proceeding smoothly. You will also represent the court to the public, to attorneys and parties to cases, to local community partners and to other local governmental agencies while at the court or while serving on or collaborating with regional and statewide committees.

In addition to these administrative functions, you will also be expected to implement new projects, business processes, or OJD strategic planning initiatives. You will ensure that business processes meet statutory, legislative, and regulatory requirements. You will train and set expectations for staff about these requirements, and communicate a need for change, revision, or rescission of processes, forms, or other information made available to court customers. You will research, review, and analyze court information then report your findings and recommendations to the TCA, the court’s administrative team, and to the district’s judges.

The court’s jurisdiction:

The 15th Judicial District has general jurisdiction that handles offenses from traffic violations to aggravated murder and civil cases from small claims and evictions to multi-million-dollar lawsuits and the full range of family law and juvenile matters. With 6 elected circuit court judges, 42 employees, 19,000 cases filed annually among the two counties, and a $7.7 million biennial budget, these two courts serve rural Oregon counties with a total population of approximately 85,000 people across the district.

The communities:

Covering just under 3,800 square miles, these two coastal counties offer rural communities among evergreen forests and rivers leading down to the Pacific Ocean on their western borders. The coastal scenery is incredible, as is the ability to live an adventurous life outdoors. Coquille is the county seat of Coos County, and Gold Beach is the county seat for Curry County. Both counties have small, charming communities nestled along the coast where golfing, shopping, photography and outdoor recreation attract thousands of visitors each year.

Minimum Qualifications

(These must be evident in your resume or work history for full consideration.)

The qualified applicant must have a bachelor’s degree in court administration, management, business or public administration, or a closely related field

AND

At least three (3) years of recent experience managing, directly or through lead workers or lower-level supervisors or managers, staff performing complex administrative, analytical, technical, or professional-level duties. The management experience must include most, or all, of the following:

developing and implementing policies and procedures,

hiring or recommending hiring,

assigning and reviewing work,

evaluating performance,

responding to staff concerns,

handling disciplinary actions,

managing, or participating in, organizational development,

developing and managing, or assisting with the development and

management of, budgets, and

establishing, or participating in the establishment of, short- and long-range

goals and objectives.

OR

Any combination of education and experience equivalent to six (6) or more years of experience that typically supports the knowledge, skills and abilities for the position.

Requested Skills and Attributes

Experience hiring, coaching, onboarding, and developing staff; demonstrated success managing through subordinate supervisors and supervising remote employees is desirable.

Demonstrated experience building relationships with external and internal partners, with an emphasis on working cooperatively with parties that may have competing priorities and perspectives.

Experience in an environment where meeting statutory or regulatory requirements were an essential function of the role.

Experience applying, developing, or implementing fair and equitable practices (EDI; equity, diversity and inclusion) and frameworks for an organization.

Experience and skill in establishing long-range objectives and specifying the strategies and actions to achieve them.

Experience administering developing and monitoring organizational budgets.

Experience evaluating and managing organizational information technology needs.

Ability to communicate professionally both verbally and in writing with internal and external stakeholders to accomplish the mission and vision of the Oregon Judicial Department.

Working Conditions

This is a full-time, permanent, FLSA-exempt position, and not eligible for overtime compensation in excess of 40 hours per work week. The court operates Monday through Friday, with a typical schedule of 8:00 AM PDT to 5:00 PM.

There may be meetings with judges, court staff, and justice system partners outside of normal business hours.

Occasional local, long distance, and overnight travel is required; travel in inclement weather may be required.

The high-volume, fast-paced office and operational environment works under statutory, policy, and other required timelines. Timely responses may require short turnaround time regarding multiple and complex issues.

Frequent contact with people who may be experiencing personal stress, and may be angry, hostile, confused, extremely frustrated, or experiencing trauma.

The following office equipment may be used: telephone, OJD-assigned computer, scanner, calculator, copier, and fax machine.
