Overview:

The Housing and Residential Supervisor for transitional housing is responsible for supervising program participants who reside in Options’ transitional housing and alcohol/drug-free recovery homes. This position requires familiarity with both addiction and mental health recovery issues. Provides supervision of apartment managers at transitional housing program sites. Provides assistance and backup to the Property Management Coordinator and Housing Support Specialist. This includes but is not limited to tenant selection, addressing issues with problematic tenants, supervision of apartment managers, and compliance with regulations. Coordinates transitional housing placements with Case Management, and service providers to ensure effective utilization availability. Provides ongoing analysis of program rules, policies and procedures and makes appropriate recommendations when necessary. Collects and tracks rent, provides referrals, direction, and support to program participants and works collaboratively with a number of Options’ social service programs. Adheres to and enforces agency policies and procedures regarding attendance, job performance, and professional conduct.

Responsibilities:

Provides oversight to ensure that all transitional housing programs are operated in accordance with their intended function.

Receives and follows up on all applications to transitional housing programs.

Interviews and evaluates applicants for placement into program, and provide daily supervision of participants in transitional and alcohol/drug free housing.

Provides direction and guidance to apartment managers.

Tracks and monitors all tenant rental payments to ensure that rents are paid in a timely manner.

Collaborates with Case Management, and other involved parties to ensure that transitional housing units are occupied by individuals that are clinically indicated and prioritized by level of need, and within budget limitations.

Provides regular updates to all involved parties of program participant’s treatment teams as to participant’s progress towards reaching their self-identified goals.

Provides conflict resolution strategies to program participants as needed. Assists program participants with goal setting and strategies for success.

Cross-trains with the Property Management Coordinator and Housing Support Specialist to provide assistance in the management of other housing programs in accordance with agency standards, HUD guidelines, OARs, and within the established budget.

Works closely with the finance department to ensure the proper fiscal checks and balances are in place.

Maintains records required by state and federal funders and as governed by best practices. Timely files all required reports, whether paper or electronic.

Follows all applicable landlord-tenant law, develops working knowledge of all housing and ensures programs maintain compliance with all applicable program rules, regulations, requirements, and stipulations.

Qualifications:

Related work experience required, with a general understanding of the population served. Associate’s or Bachelor’s degree in business or management preferred.

Familiarity with property management principles, preferably with experience in managing HUD-funded facilities.

Ability to develop a working knowledge of Oregon Landlord Tenant Law. Familiarity with outpatient and residential mental health treatment modalities and the ability to interpret relevant OARs.

Must pass state-required background and DMV checks; Candidate must be able to work independently and flexibly, under general supervision.
