PRIMARY PURPOSE
Project Youth+ is a nonprofit organization in Southern Oregon dedicated to increasing access to opportunities, removing barriers and preparing low-income, first generation and underrepresented youth to thrive in school, college and careers. As a direct grantee of the Oregon IDA Initiative (https://oregonidainitiative.org/), the Project Youth+ Individual Development Account (IDA) Program provides the opportunity for youth to save towards their education, earn matching funds, and successfully attain post-secondary education or training.
The +Accounts Director is responsible for the management and oversight of the +Accounts and its related program outcomes. The +Accounts Program Director supervises the daily activities performed by +Account staff as well as provides direct services to savers with a +Account. The +Accounts Program Director provides vision and leadership in building students’ assets through the services provided by Project Youth+. This position involves the thoughtful consideration of how to distribute large grant awards, monitor progress, and keep staff well-trained to assist the youth we serve. In addition, the +Accounts Program Director stays abreast of state and federal statutes regulating program guidelines.
As part of the Project Youth+ leadership team, the +Accounts Program Director plays a key role in grant writing, staff evaluation, strategic planning, reporting to the board, and providing leadership in the organization as a whole.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Program administration (40%)
Deliver effective strategies, innovations, and program development for education IDAs
Write the annual program grant, budget and work plan
Ensure completion and submission of all quarterly reporting requirements including work plan narrative, financial reports, and data certification
Perform annual program and fiscal review
Develop and implement program policies and procedures, forms, and resources
Work with team members to improve operational systems as informed by their work and program participants
Monitor IDA budget, income and expenditures to guarantee the availability of funds
Ensure high-quality program delivery in accordance with State and Federal Regulations.
Student case management services (10%)
Perform outreach, enrollment, and monthly case management to support savings progress, and completion of requirements to access matching funds
Assist participants making withdrawals
Organize and deliver workshops and trainings
Human resources (10%)
Hire, supervise, support and evaluate +Account program staff
Provide staff development opportunities to improve the quality of program services and program effectiveness
External relationships (20%)
Develop and maintain relationships with funders, Oregon IDA Initiative members, community colleges, universities, and community-based organizations
Support financial institutions to maximize efficiency in account management including account opening, disbursals, and statement reporting
Support advocacy efforts at the state level to ensure program sustainability
Organizational leadership (20%)
Work collaboratively with all Project Youth+ staff
Write grants, develop contracts, and coordinate fundraising to enhance services to participants and sustain the organization
Interface with board members
MINIMUM QUALIFICATIONS AND EXPERIENCE
A Bachelor’s degree in a related field or equivalent experience.
A combination of at least three years’ experience and/or education in nonprofit program development/management, training, education or other relevant work experience directly related to helping people pursue higher education or job training. Experience working with high school or college students is preferred.
Experience working in racially, ethnically, and socioeconomically diverse communities. Bilingual and/or bicultural skills and experience are a plus
Ability to be diplomatic and patient, with good communication skills both written and spoken
Attention to detail and ability to manage multiple on-going projects
Demonstrated ability to use word processing and database programs
Flexibility in work schedule, including ability and willingness to work evenings and occasional weekends
COMPENSATION
The Starting Salary range is: $67,000-71,000 per year, plus a benefits package that includes paid vacation, holidays, medical/dental insurance coverage, sick leave, retirement match, professional development support, and transportation mileage reimbursement benefit.
