Do you want to be part of a team of skilled and acknowledged individuals? The City of Eugene Fleet Services Department has been consistently recognized as one of the top 100 Best Fleets in North America! The Fleet department is looking to hire several Fleet Technicians to perform diagnosis, repairs, modification, and specialized inspections to include preventative maintenance of City-owned vehicles and equipment which includes automobiles, heavy trucks, construction equipment, emergency vehicles, and other equipment.

This position is classified as a "flex" position and the successful applicant will be placed in one of three classifications based on experience and qualifications. While positions are usually filled at the full journey Fleet Service Technician, Master level, successful applicants who do not have the depth of knowledge and experience required for that level may be hired as a Fleet Service Technician or Fleet Service Worker. Salary Range: Depending on the knowledge, skills, and abilities possessed by the successful applicant, this position may be filled as either a:

Fleet Service Technician, Master - hourly rate $31.31 - $39.03

Fleet Service Technician - hourly rate $29.95 - $37.34

Fleet Service Worker - hourly rate $24.08 - $29.95

Additionally, there are four levels of certification pay available to all employees in Fleet Service classifications in four different career path options. Level 1 certification pay is $50 a month with level 4 certification being an additional $200 a month.

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Examples of Duties Performed - Duties may include but are not limited to the following:

Performs advanced diagnoses of mechanical, electrical, and hydraulic problems in vehicles and equipment in order to identify and perform necessary repairs.

Reviews logbook or service request form and verifies and signs off work documented in logbook or service request form as completed, deferred, or temporary service.

Performs general repair and broad range of preventative and predictive maintenance on heavy, medium and light duty motor vehicles and equipment, including fire equipment, and equipment with diesel, gasoline, water and air-cooled engines.

Performs adjustments and repairs to brakes, transmissions, ignition and lighting systems, cooling and heating systems and other vehicle and equipment systems.

May perform structural repair and fabrication employing a variety of welding techniques.

Performs emergency mechanical repairs in shop or in the field and troubleshoots malfunctions needing immediate repair. Provides assistance and information to co-workers regarding specialized work such as testing and repairing computerized electronic controls in automobiles.

Inspects, repairs, or replaces parts, and performs adjustments to keep equipment in good working condition. Enters and maintains electronic records of repair and servicing of vehicles and equipment.

Inspects and makes repairs to vehicles and equipment such as electrical lighting repair and replacement, wiper repair and replacement, and other adjustments to components.

Notifies Lead Fleet Service Technician of vehicle problems which require major repairs to the mechanical, electrical, electric systems, or lighting system.

May coordinate and lead fleet related projects as assigned by lead or supervisor.

Secures, cleans, and maintains shop facility and equipment.

Follow safety practices and procedures.

May perform duties described in lower-level classifications.

May Act-In-Capacity for Lead Fleet Service Technician when required and authorized by Fleet Supervisor.

Actively supports and respects diversity in the workplace.

Drive fleet vehicle between City facilities to deliver supplies and other items.

May perform other Fleet related duties as assigned.

Qualifications

MINIMUM REQUIREMENTS: Combinations of experience and education which meet the minimum qualifications will be considered.

Minimum requirements for Fleet Service Technician Master:

Experience: Five (5) years’ experience in fleet vehicle and/or equipment preventative maintenance and repair. Two of the five years must be in a public jurisdiction or similar fleet operation with a variety of vehicles, trucks, and equipment to repair and maintain.

Training: Two (2) years of specialized training in automotive and/or heavy equipment systems repair at an accredited trade school or college.

License or Certificate:

Commercial Driver’s License

A valid Oregon Class A driver’s license [or, the ability to obtain by date of hire] with appropriate classification or endorsement as determined by the equipment operated; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Master ASE Certification in Automotive or Heavy Truck Series required.

Other: Possession of a set of tools sufficient to perform the duties of the position. Specialty tools will be provided by the City.

Minimum Requirements for Fleet Service Technician:

Experience: Three years’ (3) experience in vehicle and/or equipment preventative maintenance and repair. Prefer experience repairing and maintaining vehicles, light trucks, heavy trucks, heavy equipment, and public safety vehicles and equipment with strong electrical and computer diagnosis skills. Municipal fleet experience is desirable.

Training: Two (2) years of specialized training in automotive and/or heavy equipment systems repair at an accredited trade school or college.

License or Certificate:

Commercial Driver’s License

A valid Oregon Class A driver’s license [or, the ability to obtain by date of hire] with appropriate classification or endorsement as determined by the equipment operated; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

ASE Master Certification in Automotive o rHeavy Truck Series desired.

Must obtain at least four (4) ASE certifications within 12 months of employment.

Must acquire one additional certification per year after the first year up to a total of 8 ASE Automotive or Heavy Truck certifications in any combination.

Other: Possession of a set of tools sufficient to perform the duties of the position. Specialty tools will be provided by the City.

Minimum Requirements for Fleet Service Worker:

Experience: One (1) year experience in fleet vehicle and/or equipment preventive maintenance and repair. Automotive, Light or Heavy Truck repair and maintenance experience desirable.

Training: Two (2) years of specialized training in automotive and/or heavy equipment systems repair at an accredited trade schoolor college.

License or Certificate:

Commercial Driver’s License

A valid Oregon Class A driver’s license [or, the ability to obtain by date of hire] with appropriate classification or endorsement as determined by the equipment operated; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Must obtain one ASE Automotive or Heavy Truck Series certification within 12 months of employment.

Other : A basic tool set will be provided in the lubrication service bay and other specialty tools will be provided by the City.

Background

Must pass a criminal background check.

The ideal candidate will have the following knowledge, skills, and abilities:

Knowledge of:

Advanced principles and methods of automotive, heavy truck, and equipment repair and maintenance.

Hazards and safety precautions of the mechanical trade.

Personal computer skills, good use of computer software, industry fleet management system database, etc.

Safe handling and proper operation of a Forklift preferred.

Ability to:

Enter and retrieve information using fleet management system, perform basic searches using computer workstations or laptops; and to use parts, labor, and equipment inventory application.

Work independently and exercise independent judgment, including emergency call-out situations and performing work off site.

Diagnose mechanical difficulties and determine repairs needed.

Complete quality services and repairs to meet or exceed industry or internal standard repair times with emphasis on no comebacks.

Follow oral and written instructions and keep accurate records. Prioritize and organize assigned work tasks.

Respectfully work well with all co-workers and be a positive role model for employees in lower-level classifications. Follow shop safety practices and procedures to include wearing personal protective equipment as required.

Be available and respond for emergency call-back as necessary. Foster positive and effective customer interaction. Coordinate and lead projects to successful completion.

Support and provide input to improve and achieve department's vision, mission, and goals Follow all city and department policies, procedures, and practices

Operate specialized equipment and vehicles to diagnose repairs and quality check completed tasks. Research standard repair or service times using industry software.

Follow oral and written instructions and keep accurate records. Prioritize and organize work assignments.

Skill to:

Perform complex diagnoses and repair of the mechanical, electrical, and hydraulic systems of vehicles and equipment.

Operate equipment and tools used in testing, repair, and making structural changes to vehicles and heavy equipment. Perform advanced engine and electrical diagnosis and repair.

Fabricate and weld, depending on area of assignment.

Use fleet management system database and industry software such as Mitchell on Demand. Meet or exceed industry standard repair times or internal repair standards.
