Job Summary:

This recruitment will be used to fill one full-time Grant Accountant (Grants/Contracts Coordinator) position for the Financial Strategic Services (FSS) department at Oregon State University (OSU). The Controller's Unit is responsible for providing financial and administrative services to colleges and administrative units. The Grants/Contracts Coordinator plays a critical role by providing fiscal analysis, projections, interpretation of policy, budget management, planning, and recommending financial solutions for units within the College of Agricultural Sciences. This position communicates college, university, state, federal policy and guidelines to units.This position has frequent interactions in person, telephone, Zoom, and via email with Directors/Unit Heads, staff, faculty, central university business partners, and college administration to collect data, make recommendations, secure approvals, and solve problems.This position reports to a Manager within the Controller's Unit.To be successful in this role the incumbent must: Ensure high standards of accuracy and precision and be highly organized. Be articulate with excellent verbal and written communication skills. Be results oriented, with demonstrated ability to problem solve. Have the ability to build and maintain collaborative relationships across a wide stakeholder group. Have the ability to prioritize workload and proactively manage expectations in relation to agreed deliverables, even when faced with competing priorities. Comply with the systems and standards when dealing with internal and external customers.

Key Responsibilities

45% Grants and Contracts Administration: Reviews terms and conditions of awarded grants and/or contracts and serves as technical information resource to researchers and principal investigators (PI). Ensures cost-share and all reporting requirements are met under a variety of grant funded projects. Confers with Office for Sponsored Research and Award Administration (OSRAA) or external funding agencies to clarify rules and guidelines. Explains compliance requirements to PI and staff as necessary. Ensures integrity and conformance to applicable standards of grant/contract implementation, execution, and closing. Reviews and verifies grant and contract indexes for accuracy, ensuring audit trail requirements are met. Reconciles transaction; tracks errors and makes corrections; balances accounts; reviews purchasing documents for appropriateness and faculty approvals. Prepares and enters journal vouchers (journal entries) into accounting system. Allocates charges and credits, assigns account codes, makes payroll corrections, and projected distributions and ensures expenditure compliance over the duration of the award period. Provides current and historical budget data; compares current account balances with budget limits and prepares reports; adjusts budget accounts according to established procedures and in accordance with agency contracts and agreements. Reports financial status and project status to principal investigators quarterly or more frequently when needed. Compiles additional reports as requested. Works closely with OSRAA on closing activities. Final approver on accounts payable invoices up to $100K; reviews invoices, checks for PI approval, appropriateness to award, verifies account codes and funds available. Reviews quarterly Personnel Activity Reports (PAR) for accuracy and coordinates distribution via DocuSign software. Amends PAR to correctly reflect effort of personnel. 40% Accounting and Reporting: Provides analysis and interpretation of grants and contacts, and foundation funds; prepares quarterly financial statements for principal investigators (PI), and facility managers. This involves compiling and maintaining detailed records, reconciling and auditing accounts for grants and contracts, and foundations. Verifies and audits indexes, tracks errors and processes corrections, allocates costs appropriately. Informs PIs of current and projected status of accounts, terms and conditions of the grant/contract award. Ensures expenditure compliance over the duration of the award period. Initiates and processes labor distributions based on budget allocations and PI requests. Monitors and reviews all payroll distributions and makes adjustments/corrections as needed. Sets up and monitors cost share and ensures the obligations are met. Extracts financial data and reports from the Universitys financial information systems. Interprets and answers policy related questions. Provides guidance and consultation regarding grant, Agricultural Research Foundation (ARF), Oregon State University Foundation (OSUF), and Oregon State University (OSU) policies. Clarifies rules and regulation and explains allowable and unallowable costs. Completes fiscal year end closing activities to ensure proper closing of the books and meet year-end deadlines. 10% Program/Project Management: Works collaboratively with involved entities (internal and external) to streamline grant submission processes and systems solutions. Establishes and maintains collaborative relationships with other research entities in order to stay abreast of changes to the grant environment, share resources, and ultimately improve the College of Agricultural Sciences sponsored programs capacity. Communicates Agency and OSU policy and procedure changes to College of Agricultural Sciences staff and faculty Acts as a lead worker and advisor for grants/contracts technicians. The coordinator provides expertise in the field of research administration and communicates advice and consultation to grant/contract technicians on sponsored projects issues. Will assign work as needed. The coordinator is expected to travel participate in regional and national training conferences either virtually or in person. 5% Miscellaneous Duties: Establish and maintain positive working relationships with others to best meet the needs of stakeholders. Meet with persons from within and outside financial strategic services on fiscal matters. Provide back up support for colleagues as needed. Suggest improvement to workflow and process improvements. Respond to financial issues with internal and external customers. Participate in training and professional development activities. Perform other duties as assigned by supervisor.

What We Would Like You to Have

Knowledge of GAAP, Uniform Guidance, Cost Accounting Standards, governmental and fund accounting. Proficient in Excel, including ability to design clear and adaptable spreadsheets using formulas, tables, and pivot tables. Knowledge of Banner FIS, BennyBuy, and CORE. Possess effective oral and written communication skills. Ability to work independently and as part of a team.

Working Conditions / Work Schedule

Office environment. Pressure to meet deadlines with competing priorities. May involve the need to work hours above the normal business day. This position, with supervisor and/or director approval, is open to fully remote work schedule or a hybrid (on-site and remote work) work schedule.
