Manager, Imaging Compliance/Quality

Job Summary:To develop, implement and direct programs and processes that foster total quality management and continuous quality improvement of the delivery and utilization of Imaging services. Ensure that all NW Regional Radiology and Specialty Imaging clinical sites are appropriately licensed and accredited to perform diagnostic and screening exams, in compliance with all regulatory, accrediting agency and quality system standards (JCAHO, OSHA, ACR, FDA, HIPAA, CMS, ARRT, ARDMS). Direct and coordinate Imaging Compliance activities for KPNW Medical Offices and Medical Centers working collaboratively with NWP, Labor and Health Plan. Provide oversight to all Imaging training systems and processes. Develop and implement processes, policies and procedures that assure Imaging compliance with Federal and State regulations, accreditation requirements and certification standards. To support regional and nationally driven compliance and quality initiatives.Essential Responsibilities:

In partnership with Imaging Director, and Chief of Radiology, plan and direct division-wide quality assurance and continuous quality improvement program. Integrate quality management program objectives and organizational goals into Imaging service delivery. Ensure all Imaging departments have QA program plans to meet applicable ACR, JCAHO, and state requirements. Conceptualize, design, develop, implement and monitor total quality management and continuous quality improvement program plans and projects for improvement of Imaging service delivery. Design, implement and monitor Imaging utilization review programs.

Direct the coordination of Imaging programs and documentation of policies and procedures to secure and maintain appropriate licensure and accreditation. Direct the review, analysis and interpretation of regulations and accrediting agency standards. Maintain current knowledge of compliance requirements and regulations. Develop and recommend programs to ensure compliance. Serve as a resource to Imaging leadership for clear understanding of all rules and standards.

Direct and oversee all Imaging programs for compliance to regulatory and accreditation standards. Work with Biomed, Department and System managers. Develop and maintain current knowledge of compliance requirements and regulations. Chair the Imaging Compliance Committee.

Plan, integrate and direct Imaging staff support programs in health, safety, education and training. Develop and implement systems to support the compliance and quality training of all Imaging staff including new hires and transfers. Work in partnership with Imaging managers to assure training is appropriate and complete for all staff. Direct and coordinate programs that assure competency of all Imaging staff and that assure remediation of staff as necessary. Direct and coordinate programs that attest to a safe environment for employees.

Develop and retain competent, satisfied professional staff. Recruit, interview, hire, train, coach, evaluate performance, recognize achievements and provide developmental opportunities. Counsel, discipline and terminate in accordance with state and federal law, EEO guidelines and organizational policies. In association with the Imaging Director, develop and promote strongly shared values and professional goals consistent with KP division objectives. Train and facilitate communication and team building at all levels within Imaging.

Represent compliance and quality services in Imaging Services activities and planning. Prepare and document administrative reports. Participate in formulation and revision of Imaging policies. Serve on Imaging Services task forces as needed. Support the accuracy and Imaging Services Revenue Capture cycle. Provide Imaging leadership by the following: Chair the Imaging Compliance Committee. Chair the Imaging Quality Committee. Support the Imaging Utilization Guidelines Committee (IGUC). Be responsible to see that training is conducted in the most efficient manner, thereby reducing costs within Imaging. Oversee health and safety programs to reduce workers comp claims within Imaging.

Basic Qualifications:

Experience

Minimum five (5) years of experience compliance or regulatory role with additional experience in clinical or hospital operations.

Minimum two (2) years in a leadership role.

Education

Baccalaureate degree in healthcare administration, business administration, public health administration, medical imaging OR four (4) years of experience in a directly related field.

High School Diploma or General Education Development (GED) required.

License, Certification, Registration

Additional Requirements:

Completion of approved structured program in Radiologic Technology or equivalent Specialty Imaging modality.

Working knowledge of FDA, JCAHO, CMS and ACR regulations specific to Imaging.

Working knowledge of quality assurance theory and practice, principles and applied concepts and tools.

Working knowledge of billing requirements and terminology (CPT codes, etc).

Demonstrates customer-focused service skills.

Demonstrated ability to effectively organize prioritize, problem solve and make decisions.

Effective communication, negotiation, collaboration and conflict resolution skills.

Adaptable and flexible to frequent changes.

Preferred Qualifications:

ARRT credential and current state license or Specialty modality credentials (e.g. RVT, RDMS, etc).

Thorough knowledge of FDA, CMS, JCAHO, ACR (American College of Radiologists), State of Oregon and State of Washington regulations for all Radiology areas.

Thorough knowledge of compliance and quality assurance theory and practices, applied concepts and tools.

Demonstrated education/teaching skills.

Demonstrated program development and implementation skills.

Ability to use spreadsheet applications and applied statistics.

Minimum two (2) years of Imaging operations manager experience.
