SummaryUnder the supervision of the Sheriff, this position plans, organizes and directs the activities of the County and member agencies’ response to disasters and emergencies; assists in planning, formulating, updating, and maintaining the Crook County Emergency Plan, Crook County Emergency Operations Center, and other related operational materials mandated by the State of Oregon Office of Emergency Management (OEM) or FEMA. This position also represents Crook County during any Hazards Response at the regional level as well as coordinates and manages emergency operations of the County and member agencies; assists the County and member agencies in the performance of a variety of activities in the areas of mitigation, safety, accident prevention, loss control, plan formulation and exercises; and manages and oversees the operations of the Search and Rescue team and volunteers. This position reports directly to the Sheriff for Emergency Management planning and implementation, and to the Undersheriff for Operational functions. The work is performed primarily in an office environment. In times of emergency, there could be exposure for prolonged periods of time to outdoor weather, pollutants or other harmful materials and situations. This position is responsible for duties that do not require certification by the Department of Public Safety and Standards Training (DPSST). This position requires a thorough knowledge of current emergency planning, training and management, including budget as well as basic knowledge of state statutes, county ordinances and policy affecting emergency management functions.Essential Job Functions Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Assists with developing goals and objectives of the member agencies and establishes and maintains an up-to-date local emergency operations plan which includes reviewing, updating and distributing the plan to emergency responders, and providing assistance to those agencies as necessary.Plans, organizes and assists the County and member agencies in planning, management and training; includes assisting in activating the MACG, and planning, organizing and directing the activities of the EOC.Responds to actual emergency incidents, disasters and Search and Rescue Operations in the field or office environment and participates in the management of those incidents with other jurisdictions. Coordinates and manages emergency operations through the Emergency Operations Center (EOC) to ensure that the center is organized for maximum effectiveness of staff participating in disaster exercises and actual disaster events. Plans, implements and coordinates programs including resource management, operational readiness, and response plans and capabilities. Coordinates mutual aid responses and requests; assists in the overall management of emergency response and recovery operations; works cooperatively with MACG and other agencies and jurisdictions. Organizes and conducts training for the member agencies; organizes and attends operational area meetings; evaluates the effectiveness and efficiency of disaster exercise and event responses. Provides advice and technical assistance to the MACG and member agencies on the special conditions and operating requirements that would be imposed in the event of a catastrophic disaster. Organizes, trains, and maintains county-wide Incident Command Management Teams. Prepare the budget for Emergency Management Services; assist in budget implementation; participate in the forecast of funds needed for equipment, materials, staffing and supplies; administer the approved budget. Seek out and manages local, state and federal grants for emergency services. Alerts appropriate state and federal agencies of actual emergencies or disasters and coordinate the response operations of local government and support agencies before, during and after an emergency or disaster. Performs related duties as assigned. Manages, oversees, and supervises the Search and Rescue Volunteers and board members. Attends regular Search and Rescue Board meetings and acts as Ex-officio for the Sheriff’s Office. Responds to all Search and Rescue calls as representative of the Sheriff’s Office to ensure goals of the office are accomplished. Makes hiring and firing recommendations for volunteers and staff that this position oversees. Maintains the inventory and vehicles of the Search and Rescue program.Must wear/use PPE when in any situation where exposure to biohazard is likely.Ability to work effectively with angry, hostile or upset citizens or others. Communication Proficiency.Supervisory Responsibility This position has supervisory responsibilities over 1 full-time equivalent staff member and up to 100 volunteers.Work Environment Essential functions are performed in an office environment and in the field requiring sitting, reaching, standing, walking, kneeling, stooping, lifting 25 pounds, grasping, talking, hearing, seeing, fine motor skills and repetitive motions. Some duties may require work during evening or weekend hours. Emergency situations or training tasks are regularly performed with exposure to adverse environmental conditions, such as dirt, pollen, odors, wetness, snow, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease or pathogenic substances. Physical Demands Capability to handle high mobility demands and complex personal interactions. Typical office environment and emergency operations center environment for most operations to include bending, stooping, lifting and standing, and the ability to lift up to 25 pounds. In disaster situations or training environments, the physical demands may involve work in addition to that described in the office environment such as that which would occur during field assessments or volunteer training. Must be able to operate a motor vehicle. Some tasks require visual perception, oral communications and ability to perceive and discriminate sounds.Position Type and Expected Hours of Work This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Position is subject to being on call 24/7. In the event of a declared emergency or planned exercise must be able to work a 24 hour-a-day/7 day-a-week work schedule.Travel Some travel is expected for this position.Required Education and Experience Minimum High School Diploma (or equivalent) required Five years minimum progressively responsible management experience which should include emergency services experience at some level during the five year period. Minimum 21 years of age. U.S. Citizen; or ability to obtain U.S. Citizenship within timeframe allowed. (OAR 259-008-0010) Valid Oregon driver’s license by time of appointment. No criminal record or extensive traffic violation record. Must hold or be able to obtain LEDS Certification.
