Benefits to you

-We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage. -The annual salary for this position is $114,300 - $177,324. The salary range, identified in the job announcement, is for a new hire who is not yet a member of the Public Employees Retirement System (PERS). After becoming a member of PERS (usually after six-full calendar months of employment), the required 6% employee retirement contribution will be deducted from your pay, and your salary will be increased by 6.95% to help offset that and other cost increases (such as Medicare, Social Security, state taxes, and federal taxes). For new hires who are already active PERS members, the 6% salary deduction and 6.95% salary increase will be effective immediately upon hire.

-Salary offers are made with consideration of the candidate’s education and experience.

-10 paid holidays, 2 floating holidays, 3 personal business days, separate sick and vacation paid leaves (prorated for part-time employees), and other employee benefits such as optional insurances and flexible spending plans.

-OJD will pay you a 5% allowance for bilingual skills (includes ASL) if you can pass a skills test and are assigned to use those skills on the job!

Court Highlights

The Deschutes County Circuit Court in Bend, Oregon, is a general jurisdiction trial court that handles offenses ranging from traffic violations to capital murder, as well as civil cases: family law and juvenile matters, small claims, evictions, and multimillion-dollar lawsuits. We have nine elected judges, two part-time hearings referees, one part-time juvenile pro tem judge, and approximately 70 court employees in two courthouses.

Position Highlights

OJD and the judges of the 11th Judicial District are looking for an experienced leader to become our next Deputy Trial Court Administrator 1 (DTCA). The Court Administration unit, which includes the Trial Court Administrator (TCA), the DTCA, supervisors, an analyst, an administrative coordinator, and two information technology specialists, works closely with the Presiding Judge, judges, and justice partners to develop court programs and policies, as well as implement new legislation that affects the courts.

In this role, you will work in executive partnership with the TCA, and through supervisors, to lead, oversee, and manage all aspects of trial court operations, including human resources, budget and finance, case flow, facilities, and information technology. You will also review policies and procedures for legal compliance and opportunities for improvement, as well as assist with short- and long-range goals and strategic planning.

You will oversee hiring processes and work assignments, coach and mentor staff, and provide the management staff with daily guidance and ideas for problem-solving. You will also direct and coordinate the work of supervisors and the administrative analyst in developing training and orientation plans for new employees and ongoing training for all court staff.

Additionally, you will represent our court when speaking with the media, the state bar, other courts, and government agencies and officials. You will be the court administration liaison for judges, attorneys, governmental agencies, and the public to accomplish court goals and objectives on overarching justice system projects. You will also collaborate with county and security personnel to ensure that we have suitable court facilities, maintenance, security, and emergency planning.

You will report to the TCA and work under general direction within broadly stated goals and objectives to guide the administrative operations of the court. You will also provide coverage for the TCA as needed.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

-The qualified candidate must have a bachelor’s degree in public or business administration, management, social services, human resources, criminal justice, or a related field.

AND

-At least four (4) years of professional work in business, public, court administration, or a related field, of which one (1) year must have been in a court administration leadership role.

OR

-Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.

-Knowledge of court operations and the administrative and judicial functions of a court.

-Experience providing the full range of management directly or through subordinate supervisors.

-Demonstrated ability to build relationships with external and internal partners, with an emphasis on working cooperatively with parties that may have competing priorities and perspectives.

-Knowledge and experience utilizing appropriate dispute/conflict resolution skills.

-Experience providing leadership to staff working in multiple, and some unrelated, technical processes.

-Experience and skill in establishing long-range objectives and specifying the strategies and actions to achieve them.

Working Conditions

-This is a full-time position, and the work schedule is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per work week.

-Overtime will be required. Extensive early morning, noon, and evening meetings may be required because of the heavy workload and scheduled meetings. This position must be available outside of court business hours for emergencies and unexpected interruptions to court operations.

-This position is not eligible for remote work.

-A moderate amount of travel throughout Oregon is required to attend statewide meetings, to attend trainings, and to coordinate court activities. Infrequent out-of-state travel to attend national trainings may be required.

-Frequent telephone and in-person contact with people from diverse backgrounds.

-Frequent in-person contact with people who are angry, confused, or frustrated—including hostile litigants, individuals under the influence, and high-risk inmates.

-Regular use of the following equipment: telephone, cell phone, OJD-assigned computer with multiple monitors, copy machine, fax machine, and scanner.
