Summary LOCATION: This position is located in the Tulsa, OK Field Office located at 14002 East 21st St, Ste 900, Tulsa, OK 74134-1431 TOUR OF DUTY: Flextime | Full-time | Alternate work schedules may be available; Incumbent may be required to travel. You may also view the full position description on the Agency intranet at the following link: PD Search As District Manager, the incumbent has the responsibility for administering all phases of the social insurance program in a district that is characterized by a volume of social security activities that affect a large to very large populated area. The incumbent typically supervises a large number of employees usually with assistance from subordinate supervisors. Ensures that employees under his/her supervision provide a high quality of service to the general public, to claimants, and to beneficiaries. Observes and analyzes significant trends and developments resulting from program operations and indicating public reaction to administration policies; submits appropriate reports to regional and headquarters authorities. Plans and directs the development and maintenance of an effective public information and public relations program, providing coverage within and outside the boundaries of the district. Participates actively in community activities such as welfare councils, committees for the aging, and other organization whose work in the fields of medical and social services is of significance to the objectives and goals of the social security program. Plans and carries out a comprehensive personnel development program for employees under his/her supervision; directs effective training programs and establishes and maintains controls needed to achieve accurate measurements of performance. Requirements Conditions of Employment Qualifications Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience is experience in the development, examination, investigation, adjudication, or authorization of claims for retirement, survivors, and disability insurance, pension programs, health insurance, income maintenance, or related programs; or administration of other experience in the analysis, development, or review of a retirement or survivors insurance, disability insurance, health insurance, income maintenance, and pension or related programs; or experience that provided a broad general knowledge of the function or subject area of the position to be filled. This experience must demonstrate ability to deal courteously and effectively with the public, to exercise ingenuity, and resourcefulness in the development of facts and information, and to work with others; OR experience that provided knowledge of at least one administrative specialty in a Social Security setting (e.g. labor relations, facilities management, etc.), experience in directing the work of an organization, and/or other experience which equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, when supplemented by a year of SSA programmatic experience defined above at the journeyman (GS-11) level. Qualification requirements must be met by the closing date of this announcement. Applicants for promotion must have 52 weeks at GS-13. LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay. OTHER NOTES: This is not a career ladder position; GS-14 is the full performance level. Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one. This position is eligible for telework. Relocation expenses may be authorized.
