DIRECTOR, MORGAN COUNTY EMERGENCY MANAGEMENT AGENCY
Reports to the Morgan County Commissioners and is responsible for development and oversight of the County's emergency management program and plan. Coordinates the activities of all relevant local entities having emergency management responsibilities in the event of a disaster.
Performs and/or oversees administrative tasks related to record keeping, fiscal operations, data collection and reporting, and grants management.
SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES(Not intended to encompass all possible job duties)
Develops and maintains overall County Emergency Management Program in compliance with local, state, and federal operational standards.
Coordinates the maintenance of the County Emergency Operations Plan and Hazardous Materials Plan to ensure consistency with current regulations.
Responsible for County preparedness and response relating to hazardous material incidents.
Coordinates community notification system; issues warnings and notices as needed.
Establishes and maintains Emergency Operations Center and associated plans for continuance of local government in an emergency.
Plans and monitors agency's annual operating budget; reviews agency expenditures for compliance with budget. Receives, records and processes invoices for payment.
Researches and prepares applications for administers grants; assists the State and FEMA in administration of federal financial assistance programs; prepares various reports; applies for and processes reimbursements.
Maintains accurate records and inventories of resources and facilities for use in the event of a disaster.
Submits a variety of reports pertinent to the operation of the Emergency Management Program.
Maintains EMA equipment and facility.
Performs public speaking to a variety of groups and organizations for the purpose of educating the community on the Emergency Management Agency's services and responsibilities.
Serves on the Morgan County Local Emergency Planning Committee as information coordinator and emergency response coordinator; executes duties for Morgan County LEPC.
Participates in assigned trainings and meetings as required.
On call 24/7 for related emergencies.
QUALITIFCATIONSKnowledge of:
Federal, state, and local rules and regulations governing emergency management operations.
Roles and responsibilities of first responders as they relate to emergency events
Administrative practices.
Skill in:
Interpersonal skills and consensus building.
Effective communication (both oral and written)
Basic computer use and keyboarding (e.g. email, word processing, spread sheets, etc.
Ability to:
Analyze problems, exercise sound judgment, and make well considered decisions.
Establish and maintain effective working relationships with Ohio EMA Representatives, Elected Officials, First Responders and members of the general public.
Maintain composure in emergency situations and effectively delegate responsibilities to others.
Obtain professional certification(s) as required by the Ohio Revised Code governing EMA operations.
PHYSICAL REQUIREMENTSThis position involves occasional risks and duties that require special safety precautions. Such duties include, but are not limited to, exposure to outside weather conditions, toxic and/or caustic chemicals.
