Activities in these markets include: supporting annual/monthly auctions and conversion decisions for Auction Revenue Rights, Financial Transmission Rights and Transmission Congestion Rights; performing powerflow analyses; conducting production cost-based simulations; providing congestion support for unit bidding, energy trading, and power marketing; monitoring congestion-related stakeholder meetings. Additional modeling responsibilities arise periodically in areas unrelated to congestion.Job DescriptionBased on education, experience and interview, this opportunity will be filled commensurately at either title in the Congestion Analyst job family. For this posting, minimum requirements are stated at the lower grade. Increased expectations are at the higher grade.Congestion Analyst Sr. (grade 7)Congestion Analyst (mid-level) (grade 6) = bachelor's degree + two (2) years of experience; OR, entry-level with master's degreeESSENTIAL JOB FUNCTIONS:
Demonstrate basic knowledge of power markets and transmission systems .
Develop and present transmission studies/analysis.
Conduct power flow analyses and production cost simulations.
Monitor real-time transmission congestion in RTO markets and provide an understanding of the underlying causes with significant supervision.
Analyze and create practical solutions to well-defined congestion problems.
Monitor ongoing issues as they are being considered in the RTO stakeholder process.
Demonstrate comfort with basic mathematical models and software programming.
Demonstrate clear, effective verbal and written communication skills.
Perform other duties as required.
MINIMUM REQUIREMENTS:Education requirements are listed below: Master degree in Electrical Engineering or Operations Research OR Bachelor degree in Electrical Engineering or Operations Research with at least two years of experience in the field of transmission congestion analysis.Work Experience requirement listed below: Demonstrated interest in and ability to grow intellectually and to expand analytic skill set. Demonstrates proficiency in the application of appropriate analytic methods.
