OverviewGENERAL PURPOSE OF JOB: The Divisional Director of Finance provides overall direction to all fiscal matters for the NEOSA Division including financial planning, budgeting, accounting systems, adherence to organizational policy and procedures. The DOF also provides leadership and direction to the work of all professional and clerical staff within the Divisional Finance Department. ResponsibilitiesESSENTIAL DUTIES AND RESPONSIBILITIES:

Provides direction to the daily financial operations of the NEOSA Division.

Ensures maintenance of effective internal controls to provide for the safeguarding of assets and reliability of financial statements.

Ensures adherence to organizational fiscal policies and procedures, as well as develop supplemental fiscal policy and procedures as necessary.

Ensures compliance with all organizational reporting requirements and contract financial reporting requirements for private or public funding, licensing, or regulatory agencies.

Be a member of the Command Finance Council as appointed.

Serves as Secretary for the Command Finance Council in the absence of the Assistant Director of Finance.

Oversees both the internal and external audit functions, including conducting risk and fraud assessment reviews. Also serve as an internal auditor as necessary.

Approves agency budgets on all levels of operation.

Oversees cash management and the need for inter-tilnd or bank loans.

Establish business relationships with banks, and other financial institutions and vendors.

Responsible to see that all bank accounts are covered by official Posyers of Attorney issued in accordance with regulations.

Be a member of the Mission Alignment Council and Candidates Council as appointed.

Maintain a working knowledge of Salvation Army Orders and Regulations and official policy directives and minutes.

Interact with Advisory Board Finance Committees as assigned

Review and approve contracts submitted via the Contract Database.

Review and approve estates and withdrawal; requests submitted via the Estate Database.

Review and approve or process CFC approval requisitions submitted via the Requisition Database.

Review and approve or process CFC approval requisitions submitted via the Computer Database.

Assist with the maintenance of the NEO Fin Sec email account to ensure that all emails are up to date and responded to in a timely manner.

SUPERVISORY RESPONSIBILITIES:

l . Directly supervises the Assistant Director of Finance, Fiscal Director, and Audit/Budget/RKW Director.

Provides supervisory oversight of the remaining staff within the Finance Department.

QualificationsMINIMUM EDUCATION AND/OR EXPERIENCE:

Preferred to have an advanced degree (CPA/MBA/MPA) and at least 10 years relevant experience or equivalent experience in overseeing Salvation Army financial operations.

Thorough understanding of nonprofit accounting.

Fiscal management experience with an organization having sufficient funding from government agencies.

Demonstrated oral and written communication skills.

Experience managing a large staff with demonstrated personnel management skills.

Knowledge of the use of non-profit accounting software, preferably the Serenic Accounting System.

SPECIAL SKILLS, CERTIFICATES, LICENSES, REGISTRATIONS:

Proficient computer skills including working knowledge of various Microsoft programs e.g. Excel, Word, Teams, etc.
