POSITION TITLE: HUMAN RESOURCES SPECIALIST

REPORTS TO: DIRECTOR OF OPERATIONS

SUPERVISES: NA

COORDINATES WITH ALL DEPARTMENTS

POSITION SUMMARY:

This position assures that the Caracole mission and vision are carried out through staffing and personnel decisions as the agency grows. The HR Manager is responsible for recruitment, hiring, onboarding and performance management of Caracole staff, works to improve workforce diversity, and provides coaching and support for managers and supervisors in handling personnel issues and supporting staff.

RESPONSIBILITIES:

RECRUITING AND HIRING Generally 10-12 hires per year.

Post, advertise and screen for open jobs; develop recruitment strategies focused on recruiting qualified, diverse candidates.

Manage interview and hiring process; advise, train and support hiring managers.

Advise Operations and Finance about job descriptions and compensation decisions.

Manage contractors/services for reference and background checks.

Make job offers, negotiate salaries, start dates and other related details.

Work with hiring managers to create and manage onboarding plans.

INCREASING AGENCY DIVERSITY

Research, develop, recommend, and execute creative strategies to increase diversity in staffing and leadership roles.

Maintain knowledge of diversity-related issues, legislation, and best practices.

PERSONNEL PERFORMANCE SUPPORT

Oversee and guide a strong, objective performance review process performed by managers and supervisors.

Consult with and support supervisors regarding staff problems, general human resource questions, code of conduct questions, discipline and performance issues and coaching/supervisory strategies.

Support supervisors and manage process of disciplinary referrals, written performance plans and terminations.

OTHER HUMAN RESOURCES DUTIES

Assure compliance with local, state and federal employment laws.

Develop and revise documentation systems as needed to improve Caracole HR systems.

Assure maintenance of human resources records regarding hiring, performance and terminations.

Facilitate and develop on-going training, support for supervisors and staff in hiring, supervision and diversity management.

Seek out information from expert sources to advise Caracole in its HR functions.

Identify and pursue educational opportunities to promote professional growth.

Complete other duties as assigned.

RequirementsQUALIFICATIONS:

Minimum five years' experience with increasing responsibility in a Human Resources/Talent Management role. Degree, professional training or certifications in related fields with thorough understanding of federal, state, and local employment laws and regulations. SHRM Certification a plus. Proficient with Microsoft Office and related software. Must demonstrate emotional intelligence, cultural competence and a strong commitment to collaboration. Excellent verbal and written communication skills. Strong problem solving and dispute resolution skills.

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:

The employee is frequently required to talk, hear, operate a computer and telephone with or without accommodations. Must be able to speak, read and understand English with good verbal and written communication skills. Some work may be performed remotely, but some scheduled onsite hours will be required.

SALARY AND BENEFITS

This position is part time, hourly approx 24 hours/week. $25- $31/hr.
