This is a Public Notice for position being filled under the Direct Hiring Authority (DHA) for PERM position of Interdisciplinary Environmental Engineer, (Series 0020, 0401, 0801, 0819, 1301) GS-07, Target 12. This is a developmental GS-07/09/11/12 and grade placement depends on qualifying education and experience.Minot Civilian Personnel Office is accepting applications for the position identified below. Salary Range: $58,752 - $135,478

Work location: 5 CES - Minot AFB, NDThe primary purpose of this position is: To provide effective management and directorship ofthe administrative, financial, and technical aspects of the assigned environmental program(s). Provides direct mission support to host and tenant organizations at the installation.GS-07/09 Duties:

Uses prescribed methods to perform specific, and limited work assignments that are normally minor to moderate difficulty phases of a broader assignment of a higher-grade Environmental Professional.

Performs assignments meant to familiarize incumbent and to be responsible for execution of typically and moderately difficult assigned projects, in-house and by contract, and with all applicable Federal, State, and local environmental laws and policies.

Assists with the coordination of curricula and training for assigned program areas on the installation.

Assists and provides advisory services on questions, issues, and projects in assigned program areas.

Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment.

GS-11/12 Duties:

Monitors, manages, and provides extensive environmental expertise to manage assigned environmental projects through application of professional knowledge and skill in Environmental Program Management practices, processes and techniques.

Responsible for executing assigned projects, or program element(s) in-house and by contract, to comply with all applicable Federal, State, and local environmental laws and policies.

Coordinates curricula and training for assigned program areas at the installation. Serves as the Installations most knowledgeable technical consultant on environmental compliance laws and regulations.

Provides advisory services on questions, issues, and projects in assigned program areas.

Complies with health, safety, and environmental rules and procedures, and performs work that enhances the safety of the work environment.

Recruitment Knowledges, Skills, and Abilities (KSA):

Knowledge of professional environmental principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects or program(s).

Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned projects or program(s).

Knowledge of applicable Federal, State, and local laws, regulations, integration principles and practices, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices; and health, safety, and security practices.

Skill to integrate an interdisciplinary team of professionals to include attorneys, public health specialists, public affairs specialists, biological scientists, environmental engineers, physical scientists, general engineers, community planners, regulators, other governmental officials, and community groups.

Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy, and establish effective wo king relationships with others.

This position is designated a NON-CRITICAL APDP position. Category: Facilities Engineering (FE) GS-13 and below: Level II; GS-14/15 Level III. This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months. (this only applies to the GS-12 grade)
