A Section 3 worker is one who meets the low to very low income limits found at https://www.huduser.gov/protal/datasets/il.html Typical job description : Use of shovel and rake to move various materials into a finished condition throughout the day in ambient weather conditions, operation of various types of equipment associated with paving, milling and grading construction.
