Targeted section 3 worker is a Section 3 worker living within the service area or neighborhood of the project, which is in the vicinity Pegram Farm Rd Lewisville NC 27023, or is a participant of the US Dept of Labor Youth Build Program. A Section 3 worker is one who meets the low to very low income limits found at https://www.huduser.gov/protal/datasets/il.html
