Description of WorkThis position with NCDOT offers fullState Benefits (https://oshr.nc.gov/state-employee-resources/benefits) , competitive salaries and many career development opportunities. “Internal Posting-Only temporary or permanent NC State Government Employees or layoff candidates with the State of North Carolina eligible for RIF priority reemployment consideration as described by GS 126May Apply”The Project Management Unit within the Division of Planning and Programming manages the funding of the Transportation Improvement Program (STIP) after it is developed by the STIP Units and approved by the Board of Transportation and the Federal Highway Administration (FHWA).This Unit enters projects into NCDOT’s financial management system (SAP/R3) and maintains the data as changes occur. Prior to funding a project this Unit ensures that all state and federal project development regulations and laws have been met. The Unit also produces Board of Transportation Agenda Items K and L for State funded projects and Item M for federally funded projects.This position (along with a companion position) is responsible each year for managing the funding of approximately $1.5 billion of federally funded projects in the STIP. This position is responsible for ensuring that work is accomplished in accordance with guidelines set forth in the code of federal regulations – chapter 23 (CFR-23) concerning federal-aid highway projects, past federal transportation funding bills; SAFETEA-LU, MAP-21, FAST and the current funding bill; IIJA (Infrastructure Investments and Jobs Act).In addition, this position acts as a technical advisor for federal funding issues within the Division of Planning & Programming and NCDOT and is responsible for coordinating with other Department units on other transportation mode projects such as Federal Transit Administration (FTA) projects and Federal Rail Administration (FRA) projects.This position compiles needed information from NCDOT personnel and facilitates the completion of funding authorizations from the FHWA to secure formal authority to proceed with various phases of work (i.e. PE, ROW, utilities, CON). This position functions as a liaison between FHWA, NCDOT’s Financial Management Division and NCDOT field personnel relative to funding issues. As part of the authorization process, this position determines or verifies the eligibility of projects for specific categories of federal funds using the STIP, functional classification maps, National Highway System maps and federal highway legislation such as; Earmarks, Special Appropriations, transportation funding bills, GARVEE and Innovative Financing Programs and Grant Programs, such as the Transportation Infrastructure Finance and Innovation Act (TIFIA) or State Infrastructure Bank (SIB) programs and Public-Private Partnerships (P3).
