Description of WorkThis Procurement Specialist II position is responsible for the preparation of documentation for purchasing commodities and services for high value, complex procurements. This position will be responsible for the development and execution of Request for Quotes (RFQ), Invitation for Bids (IFB) and other solicitation methods to procure goods and services, obtaining required quotes, preparing and completing bid packages, posting and servicing solicitation documents, processing waivers of competition requests, coordinating and attending site visits as necessary, supporting the end user in the requisition process, conducting market research, preparing memorandums and specifications as required are key responsibilities of this position. The ability to establish and maintain a good working relationship with NCDOT employees of different levels, Management, Vendors, and outside agencies employees, is required for this position. Additional duties as assigned. Knowledge, Skills and Abilities / CompetenciesApplicants must submit an application that clearly reflects work experience that demonstrates the following:

Experience working with large scale governmental purchasing methods and procedures

Working knowledge and application of General Statutes, Administrative Code, and State Term Contracts.

Demonstrated experience to create, edit, review solicitation documents to include facilitating award recommendations for Request For Quote (RFQ), Invitation For Bid (IFB), and other solicitation methods.

Experience organizing and writing specifications, reports, or special requirements as needed according to State and/or project requirements.

Experience processing waivers of competition requests and conducting market research.

Demonstrated ability to provide prompt and courteous customer service to internal and external customers.

The following Management Preference is not required, but applicants that possess this experience are preferred:

SAP and Ariba experience in the review and execution of requisitions, purchase orders, and other procurement processes.
