This is an anticipated vacancy.“INTERNAL POSTING-only temporary or permanent NC state government employees or layoff candidates with the State of North Carolina eligible for RIF priority reemployment consideration as described by GS 126 May Apply” The General Ledger Unit Accounting Manager position manages a large, complex and unique accounting system ensuring the integrity of data input into the system and the accuracy of financial reporting from the system. The Manager ensures that DOT is in compliance with State laws and regulations, reporting requirements from the Office of the State Controller, cash management guidelines, and Generally Accepted Accounting Principles (GAAP). The position must have a detailed knowledge of the Financial (FI), Controlling (CO) and Fixed Asset modules of SAP as well as a thorough knowledge of Sales and Distribution (S/D), Project Systems (PS), and Funds Management (FM) and must oversee the effectiveness of the accounting system’s functionality and accuracy of reports produced. The Manager collaborates with NCDOT management and develops and implements methods to improve the input and reporting of data from the financial accounting system to meet current programmatic needs. Data input into the accounting system is analyzed by the Manager and irregularities, non-compliance and inefficiencies are identified, and a plan is developed to train NCDOT staff to improve usage of the system. The Manager applies comprehensive knowledge of state and federal laws and regulations to the DOT business functionality.The Manager is responsible for applying knowledge of SAP to develop solutions and test any changes that need to be made in the accounting system relating to financial reporting, fixed assets, inventory, cash management and internal orders. The General Ledger Unit Accounting Manager must make sure that changes made will not negatively impact other areas within DOT. This position works very closely with the EBS (IT) project team to accomplish these tasks. The General Ledger Unit Accounting Manager coordinates the year-end closeout process and ensures that monthly deadlines are met and adhered to. The Manager directs the production of financial statements that are used to balance with the North Carolina Financial System (NCFS) and the Office of State Budget reports. These financial statements are also used for cash flow modeling, DOT Board presentations and Legislative presentations. The position handles other requests by senior management as required. The General Ledger Unit Accounting Manager reports directly to the Assistant Controller. This position manages professional level accountants and technicians:
