Job DescriptionBlue Cross and Blue Shield of North Carolina has an immediate need for an experienced governance or change management professional who understands at a strategic level Artificial Intelligence and Machine Learning (AI/ML) and who can immediately take the lead to formalize and implement our AI/ML governance strategy and protocols across all areas of business. This role will serve as our AI/ML governance focal point and will play a leading role in helping us continue to safely move forward in the AI/ML space.In this position you will serve as a bridge between Data Governance and AI/ML business areas and will function as a primary focal point for AI/ML Strategy, Governance, & Risk Management/Compliance. Due to the cross-disciplinary equities of AI, this position will also work closely Enterprise Security, Privacy & Compliance, Legal, Vendor Mgmt., and Training teams, among others.The AI/ML COE builds foundational AI/ML capabilities and solutions that serve multiple cross-domain business use cases and provide thought-leadership on the potential of AI/ML in delivering transformational value for the enterprise.AI/ML COE maintains and matures BCBSNC AI/ML operations environment, and AI/ML standards & best practices to enable scaling of data science solutions from ideation to prototype, automation, productionization, and integration into business workflows. AI/ML COE also maintains a community of practice for data scientists at BCBSNC and developing partnerships with universities, and other Blues plans.What You Will DoAI Governance Strategy:

Work closely with ourAI/ML leaders and practitioners to codify and implement ethical guidelines for AI/ML use and to create a cohesive AI/ML use, governance, & oversight strategy that aligns to BCNC’s corporate strategy and vision.

AI/ML Governance/Risk/Compliance:

Develop and implement an AI/ML governance framework & RACI while ensuring data integrity, security, compliance with regulatory standards, and responsible use of AI/ML technologies.

Support the internal governance/approval processes for ML models and support BCNC governance bodies/forums, as appropriate

Take the lead in establishing oversight processes to guide data collection, use, and management for AI and Generative AI tools and technologies and establish appropriate monitoring and associated compliance activities.

Create and implement a roadmap for performing ongoing AI/ML Risk Management and adjust as necessary to ensure all AI/ML within the organization adheres to BCNC’s risk management culture.

Proactively advise cross-disciplinary partners on applicable AI/ML risk and governance standards, including keeping up to date with developments in the applicable laws, rules, standards and industry practices, and recommend mitigations as appropriate.

AI/ML Policy/Regulatory SME:

Serve as a primary thought leader to assess the impacts of new AI/ML-related policies/regulations and serve as the primary focal point for implementation.

Serve as the primary SME providing guidance to legal and vendor management on the AI/ML-related contract language and data agreements related to vendor use of AI/ML technology in alignment with federal and industry standards.

Participate in industry & Blue Cross Association forums to keep abreast of ever-changing laws and regulations as it relates to AI/ML.

Establish and monitor all required reporting and notification processes necessary to meet AI/ML regulatory, company, and industry/licensing requirements.

Training:

Take a leading role in establishing training protocols to address legal, regulatory, and fairness considerations associated with AI/ML tools and technology.

Provide ad-hoc briefings and information sessions as necessary to socialize AI/ML governance practices and raise workforce awareness.

What You Bring

Bachelor's degree or advanced degree (where required)

8+ years of experience in related field

In lieu of degree, 10+ years of experience in related field

Preferred:

Master’s Degree & 5-8 years’ experience in organization change management, data governance, or corporate governance

Experience developing and delivering high-quality briefings andExperience writing for senior leaders to include crafting talking points, recommendations, and value statements

Successful experience in a heavily matrixed organization

Demonstrated ability to lead large scale organization change through influence

Demonstrated ability to learn new technology concepts and identify related risks and downstream effects.

Experience with improving processes and efficiencies

Strong familiarity with topics related to Artificial Intelligence including Machine Learning, Generative AI, LLMs, etc., and a high-level working knowledge of how they fit together.
