INTERNAL ONLY Only current employees of the North Carolina Department of Transportation (NCDOT) in a temporary full time, temporary part-time or permanent full-time, permanent part-time, probationary, trainee, or time-limited position or layoff candidate with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by General Statute (GS) 126 (State Personnel Act) will be considered. The primary purpose of this organizational unit is to build, maintain, improve and provide a safe highway transportation system in a highway division within the approved budget and consistent with all laws and regulations governing the State Highway System. The primary purpose of this position is to manage, plan, organize staff, direct, and monitor all maintenance activities in the assigned counties to provide a safe and efficient highway system. This position manages these activities within budgetary constraints and organizes/directs the safety program for the assigned counties.This position manages, plans, and supervises all road maintenance and force account construction for New Hanover County in accordance with established policies and procedures. The successful applicant will use knowledge of the principles and practices of Civil Engineering and highway maintenance methods and techniques. Considerable knowledge of the use and operation of all field and office engineering instruments, ability to understand, explain and administer contracts, ability to interpret plans, provisions and specifications, ability to interpret policies, procedures, and regulations is needed. The successful applicant will also need to have the ability to establish working relationship between the department and citizens. Employee must have ability to interpret and manage both the Highway Maintenance Improvement Program (HMIP) in conjunction with the Roadway Maintenance Improvement Program (RMIP) in factoring budget, existing maintenance personnel, and future maintenance needs. Must use professional engineering skills & knowledge to solve highway problems.Selected applicant will be expected to legally operate a motor vehicle.Knowledge, Skills and Abilities / CompetenciesApplicants must submit an application that clearly reflects work experience that demonstrates the following:

Experience in the management of multiple projects and scheduling and directing multiple work crews

Experience in the use of professional engineering skills and knowledge to troubleshoot and solve highway maintenance problems

Experience in conducting meetings with employees, citizens, and public officials to conduct investigations and resolve various issues

Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups

Experience supervising the work of others

Additional Expectations:Must be able to make field investigations on unlevel terrain, including steep slopes & work in extreme conditions such as ice, snow, dust, extreme heat and cold. Must be available as necessary to manage staff seven days per week, 24 hours a day.
