Description of WorkThis position with NCDOT offers fullState Benefits (https://oshr.nc.gov/state-employee-resources/benefits) , competitive salaries and many career development opportunities. “INTERNAL POSTING-Only temporary or permanent NCDOT employees or layoff candidates with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by (GS) 126(State Personnel Act) may apply”This posting is for an Engineering Technician II that will be located in the District 3 Field Office in Williamston, NC. This position will serve as support to higher level technicians and engineers in functional areas such as construction inspection, surveying, material sampling and testing, and construction traffic control. The employee will be required to communicate daily with the contractor to review daily operations, complete and/or review NPDES paperwork for permit compliance, review project plans, and verify construction is in accordance with plans, special provisions, roadway specifications, and standard drawings. Also, the employee shall complete assorted documentation such as daily diaries, sample cards, asphalt reports, material received reports, as well as monitor and inspect erosion control and traffic control devices, test concrete, perform density tests (conventional and nuclear), obtain material samples, and inspect all operations of the project. This includes, but is not limited to, grading operations, utility work, pipe laying, subgrade preparation and checking, asphalt and concrete operations, seeding and mulching, sign and signal installation, retaining walls, reinforced concrete box culverts, and bridge work. This position requires field measurements to be taken and perform a wide range of calculations and computations to determine contract pay quantities and assist in entering and preparing partial payment entries for monthly payments using computer/iPad. The employee may supervise lower-level technicians and CEI personnel, as well as assist in the coordination of work assignments. The employee must be proficient in recordkeeping, with the ability to obtain and maintain certifications required to perform material sampling and testing. Work may include other duties and responsibilities as assigned. The employee may also be required to work nights, weekends, holidays, and extended hours as necessary.Knowledge, Skills and Abilities / CompetenciesApplicants must submit an application that clearly reflects work experience that demonstrates the following:

Working knowledge of computer equipment (iPads, desktop), software (HiCams and SharePoint), and mathematical functions
Working knowledge of pay record book entries and material received reports
Additional Expectations:The ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public. Work involves independent decision-making and the use of judgement. Must be able to document and take some corrective actions and apply safety philosophy and program to all operations. The ability to complete survey notes and other record-keeping items manually and electronically. The employee must be able to perform construction related mathematical calculations. The employee will be required to acquire various certifications, including QMS Asphalt, Concrete Testing, and Borrow Pit Sampling. The employee must be able to lift 40 to 50 pounds, work in high traffic areas, at heights over water or traffic, extreme temperatures, and on uneven terrain when necessary. Safety toe shoes are required.
