Description of WorkThis position with NCDOT offers full State Benefits (https://oshr.nc.gov/state-employee-resources/benefits) , competitive salaries and many career development opportunities. Hiring Range $44,588 - $65,346This position directly supports the Division Environmental Officer in natural resource permitting and compliance monitoring of active permits for roadway and bridge construction projects. Requires an understanding of all phases of construction, from initial utility relocation and right of way processes through actual construction and project completion. Will assist in assessing pre-existing site conditions in relation to natural resources. Will be responsible for compliance monitoring of construction projects with 404 and 401 active permits. Spot checks for the NPDES inspection log. Will assist with data collection for CE - Categorial Exclusions, NRTR – Natural Resources Technical Reports, and PCN – Pre-Construction Notification forms. The position will be responsible for assisting in data management and collection for pre-construction planning. This position is required to attend monthly construction meetings for projects. Knowledge, Skills and Abilities / Competencies

Knowledge of natural resource conservation principles and state and federal environmental regulations that affect construction work including SEPA - State Environmental Policy Act, NEPA -National Environmental Policy Act, and Section 404 of the Clean Water Act.

Demonstrated ability to schedule and complete the review of technical projects, preparation of permit applications, and environmental documentation as required by state and federal laws.

Experience conducting natural resource field evaluations including stream and wetland delineations and threatened and endangered species surveys.

Demonstrated ability to evaluate and direct environmental compliance needs and issues on construction projects using sound and consistent judgement.

Experience being a liaison and interacting with external organizations, groups, or agencies.

Communicate, establish, and maintain effective working relationships with co-workers, management, developers, contractors, government agencies, and general public. Traverse rough terrain in evaluating highway construction, accurately maintain daily records of work accomplished. Must be able to legally operate a state vehicle. Safety shoes needed.
