Internal Posting - Only Temporary or Permanent North Carolina Department of Transportation (NCDOT) employees in a permanent full-time, permanent part-time, probationary, trainee, or time-limited position or a layoff candidate with the NC Department of Transportation eligible for RIF priority reemployment consideration as described by General Statute (GS) 126 (State Personnel Act) may apply.This position will serve as the Assistant Division Construction Engineer in Division 13 and will provide support to the Division Construction Engineer in administration of construction contracts for roadways and bridges; coordination with planning and design units during pre-construction phases on tri-managed projects, performance of project final inspection and warranty reviews and responding to project inquiries from the public, local government, and news media. This position will also be responsible for projecting, staffing, monitoring and contract management for the Division-wide construction engineering and inspection (CEI) services.Knowledge, Skills and Abilities / CompetenciesApplicants must submit an application that clearly reflects work experience that demonstrates the following:
Experience in administration of Highway Construction Contracts including use of the Highway Construction and Materials System (HiCAMS).
Experience in Supplemental Agreement development and review.
Experience reviewing and writing responses to Construction Claims.
Working knowledge of NCDOT Standard Specifications and Project Special Provisions.
Demonstrated ability to develop and conduct technical training related to Construction or Contract Administration procedures.
Additional Expectations:Position requires the ability to apply engineering principles to difficult or complex engineering problems and make sound recommendations and decisions and to independently perform engineering analysis and prepare technical and managerial reports. Employee must have the ability to communicate well both orally and in writing.
