About the Position: The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Responsibilities Develops and implements procedures and methods to accomplish CPI programs. Maintains contact with Government agencies, private industry, and academia to remain abreast of the latest policies/techniques for evaluating and improving production efficiency. Briefs senior managers on the success and implementation of the CPI program. Maintains data regarding recommendations for improvements and monitors status to ensure actions accord with implementation strategies and schedules. Develops information papers, briefings, and presentations and assists with implementation meetings, including contacting key personnel, notetaking, and preparation of minutes. You will receive credit for all qualifying experience, including volunteer experience. GS-09: Specialized Experience: One year of specialized experience which includes: 1) Utilizing automated systems to enter, correct, and/or retrieve information used to assist in preparing forms and/or reports; 2) Assisting coworkers/team in planning and/or coordinating projects to improve quality, efficiency, productivity and/or effectiveness of the organization; This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, industrial engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes: 1) Assisting management in planning and/or coordinating projects to improve quality, efficiency, productivity and/or effectiveness of the organization; 2) Analyzing, reporting, and/or providing recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process controls. 3) Providing guidance, training, and/or assistance for customers, team, and or management on quantitative and qualitative techniques, quality process improvement, cost benefit analysis, and project management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, industrial engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
