JOB PURPOSE:The primary purpose of the Supervisor of Facilities Management is to plan, organize, develop, and direct the overall operation of the Facilities Department in accordance with current federal, state and local standards, guidelines, and regulations governing all types of the Organization’s facilities. The Supervisor of Facilities Management will ensure that all Facilities are maintained in a safe and comfortable manner as may be directed by the Director, Vice President or Facility Management. The Supervisor of Facilities Management will supervise the daily work activities of Facilities Management personnel to ensure safe, clean, orderly, and sanitary conditions. The Supervisor of Facilities Management will also supervise the maintenance of all mechanical systems in the facility for optimum performance, resulting in a safe, comfortable, supportive environment for patients, staff, and all others.JOB RESPONSIBILITIES:

Leads and supervises the day-to-day operations, makes sure all works completed, and reports to the director daily in details. Supervises all maintenance staff working in all Organization’s sites / buildings.

In coordination with the Facilities Director, is responsible for the development and analysis for the departmental budgets for each area supervised.

Acts as liaison with contractors, architects, engineers and material and equipment suppliers.

Ensures compliance with State, City Department of Health, and JCAHO Environmental standards.

Responsible for facility-wide safety and security programs emergency preparedness.

Maintains preventive maintenance program to meet or surpass manufacturer requirements to ensure safe and efficient operation of all equipment.

Performs daily rounds, does adjustments, and keeps records and logbooks of the daily work.

Completes the weekly round sheets, completes work requisition forms and any other forms required by the Director.

Maintains all necessary administrative documents related to preventive maintenance program and equipment history files.

Electricity — tests and maintains emergency power systems to maintain lighting, motors and controls, and electrical heating system.

Building maintenance — painting interior and exterior, plastering, masonry, wall and floor tiles, roofing flashing, and rain gutters.

Refrigeration — air conditioners, ice makers, water coolers, ventilating systems, exhaust systems, fan, and humidity controls.

Plumbing — installation of water, sewer lines, air compressors, vacuum pumps, toilets, etc.

Carpentry — repair and maintenance of windows, doors, locks, and remodeling woodwork.

Dietary — assist maintaining kitchen equipment such as steam tables, food carts, stoves, etc.

Elevators — Insurance Company safety and state inspection procedures followed.

Parking lots — keep black top in good condition, patching, marking, etc.

Grounds — snow removal, lawns, sidewalks, flowers, shrubs and equipment.

Fire alarm systems — test and maintain interior fire alarm and sprinkler systems, all firefighting equipment and maintain all proper documents and logs.

Establishes work standards and workflow.

Evaluates department performance and implements changes to improve services.

Keeps Administration informed of activities, needs and problems.

Selects, trains/orients, schedules, and assigns departmental personnel.

Evaluates performance and initiates or recommends personnel actions such as promotions, disciplinary actions, etc.

Counsels and guides staff and provides in-service training.

Encourages staff to participate in educational programs.

Develops and maintains job descriptions for departmental staff.

Resolves staff grievances in collaboration with Human Resources.

Maintains employee records. Approves payroll and completes Annual performance appraisal.

Maintains good intra- and interdepartmental relationships.

Develops and recommends department operating budget and ensures that department operates within budget.

Performs other duties as assigned.

Provides coverage for either region during staff members absence.

Attends weekly update meeting.

Schedule: 8:30AM – 5:30PMWeekly Hours: 40QUALIFICATIONS: Education: Associates degree or certificate in Building Administration, or equivalent years of experience.Experience:

Experience in supervision, maintenance, installation, construction and maintenance of equipment, utilities, and buildings.

Ability to communicate effectively both orally and in writing.

Computer literate and ability to function with software programs:

Microsoft Word, Excel, Outlook and working knowledge of computerized maintenance program Workday.

Extensive Knowledge of New York State Department of Health codes, NFPA Life Safety Codes, JCAHO standards and OSHA regulations.

Possesses or able to obtain all necessary New York City Fire Department Certificates of fitness.

Physical Requirements & Work EnvironmentGiven the nature of the position, the individual must be able to safely work in areas such as construction zones, machine and boiler rooms, rooms, or closets where access to mechanical, electric, and communication panels are located, and where water and sewage pumps, elevator access rooms, maintenance and facilities equipment and other items and supplies are stored, including HVAC units, any fuel sources, roofs, and ceilings in buildings, etc. In addition, the work environment may be subject to variable work temperatures, environmental elements (ie. snow, rain, sleet, etc.), and other environmental factors unregulated and/or unknown at this time but may be encountered due to the nature of the position. Individuals must be able to sustain certain physical requirements essential to the job. This includes, but is not limited to:

Standing – Duration of up to 8 hours a day.

Sitting/Stationary positions – Sedentary position in duration of up to 6-8 hours a day for consecutive hours/periods.

Lifting/Push/Pull – Up to 75 pounds of equipment, baggage, supplies, and other items used in the scope of the job using OSHA guidelines, etc.

Bending/Squatting – Must be able to safely bend or squat to perform the essential functions under the scope of the job for extended periods during the workday.

Stairs/Steps/Walking/Climbing – Must be able to safely maneuver and work on stairs, ladders, scaffolds, etc. climb up/down and walk to access work areas. Must be able to climb and crawl into spaces and work areas. The position requires the individual to be able to travel and walk between sites/locations and work areas throughout the day.

Agility/Fine Motor Skills - Must demonstrate agility and fine motor skills to operate and activate equipment, devices, instruments, and tools to complete essential job functions (ie. typing, use of supplies, equipment, tools, switches, dials, etc.)

Sight/Visual Requirements – Must be able to visually assess and evaluate the physical environment from floor to ceiling during environmental rounds, read documentation, papers, orders, signs, etc., and type/write documentation, etc. with accuracy. Required to wear eye protection for some tasks.

Audio Hearing and Motor Skills (language) Requirements – Must be able to listen attentively and document information from patients, community members, co-workers, clients, providers, etc., and intake information through audio processing with accuracy. In addition, must be able to speak comfortably and clearly with language and motor skills for customers to understand the individual. In addition, must use audio processing to conduct environmental rounds for alarms, bells, etc.

Cognitive Ability – Must be able to demonstrate good decision-making, reasonableness, cognitive ability, rational processing, and analysis to satisfy essential functions of the job.
