General DescriptionThis is a key engineering position responsible for coordinating and supervising activities associated with a City engineering project. This includes supervision of professional and technical engineering and design staff and coordination with internal and external agency representatives. Work is performed under the general direction of the City Engineer. Related work is performed as required.This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title. A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. Typical Work Activities

Supervises professional and technical engineering and design staff;

Assists in the development of the project budget and maintains fiscal control of approved budget;

Plans and recommends construction, rehabilitation, and maintenance for engineering project;

Supervises staff in the drafting and design of the engineering projects, including the collection of engineering field data for design decisions;

Recommends policies and procedures to improve the efficiency and economy of operations;

Makes design and alteration recommendations to public utility representatives, private contractors and consultants, and other representatives of internal and external agencies;

Writes reports and correspondence as required;

Prepares project designs, proposals, and specifications and evaluates contractor's and consultant's designs and proposals;

Analyzes existing data about the project site, identifying factors that will affect construction, design and scheduling;

Prepares and supervises preparation of plans, layout drawings, specifications, and detail sheets for projects including cost estimates for materials and labor;

Coordinates the bid process, evaluating bids, contracts, and supporting documentation to determine compliance with project specifications;

Identifies alternative methods for completing a project, and prepares studies showing cost-effectiveness, timetables, and other impacts of each alternative.

Minimum QualificationsI. Master's of Science degree in Civil Engineering AND t wo (2) years experience as an engineer managing civil engineering projects. Managing must have included responsibility for supervision of professional and technical engineering and design staff, and concurrent coordination with internal and external agencies such as other governmental agencies, public utility representatives, and private contractors and consultants; ORII. Bachelor's of Science degree in Civil Engineering AND four (4) years experience as described in I. SPECIAL REQUIREMENTS : Possession of a NYS Professional Engineer's License or possession of a Professional Engineer's License issued by a state having reciprocity with NYS professional engineering license standards at the time of appointment. Candidates possessing out-of-state Professional Engineer's License must obtain a NYS license within one year from the date of appointment. Possession of a NYS Class D Operator's License.
