General DescriptionThe Human Resource Associate provides clerical and administrative support to a functional area of human resource management. For this class, work activities are of a routine nature, where procedures have been clearly defined, and may involve records maintenance, program administration, and transaction processing.This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title. A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE. Typical Work Activities

Processes routine transactions (e.g., new hires, benefits changes, position classifications), in conformance with established policies and procedures in a specified area of human resource management;

Explains procedures to other staff, department personnel, and the public as they apply to day-to-day aspects of a personnel specialty;

Reviews applications against pre-defined standards under the supervision or guidance of a higher level staff member;

Consults with others internally and externally to resolve issues affecting individual personnel actions;

Writes standard correspondence and documentation related to personnel activities of transactions;

Collects and compiles information and data about program activities, proposed personnel actions and procedural changes, and identifies possible alternatives;

Maintains and updates a variety of records, including inputting data and generating reports from automated record keeping systems (e.g., databases).

Minimum Qualifications

High School Diploma or Equivalent, PLUS:

Two (2) years of clerical experience which primarily involved the preparation of personnel documents and associated record keeping.
