Duties Description The New York State Office of Children & Family Services (OCFS) is seeking candidates interested in applying for a Legislative Liaison position with the agency’s Division of Legal Affairs. As the Legislative Liaison, the incumbent will:1. Monitor State and federal administrative and legislative actions of interest to OCFS, including proposed legislation, budget and appropriation activities, proposed rules and regulations, funding announcements, and reports and research activities.2. Coordinate and facilitate the development of OCFS’s positions on State and federal issues; maintain updated tracking charts of pending and proposed legislation and regulations.3. In consultation with affected Divisions, prepare memoranda regarding State and federal issues of interest to OCFS.4. Coordinate the development of OCFS’s legislative and regulatory agenda.5. Draft legislative and regulatory documents.6. Brief OCFS leadership on matters of State and federal policy and implementation of OCFS’s legislative and regulatory agenda.7. Assist in the development of strategies, in consultation with all affected divisions, for communicating OCFS’s position to State and federal elected officials, executive agencies, and State and national organizations.8. Under the direction of the Legislative Coordinator and the Director of Legislative Affairs, communicate OCFS’s position on State and federal issues to the Executive Chamber, State and federal elected officials, and State and national organizations.9. Under the direction of the Director of Legislative Affairs, respond to telephone and written inquiries received from legislators on constituent or other concerns.10. Monitor and report on the activities of State and national organizations that may be of interest to OCFS.Preferred qualifications include legislative experience, including bill drafting and legal and policy analysis; experience with legislative and regulatory tracking systems; strong research and analytical skills; excellent written and verbal communication abilities; and exceptional organizational skills and attention to detail.
