At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description The Payroll Office at the State University of New York at Oswego invites applications to fill a full-time Payroll Assistant position, Grade 9 or Payroll Assistant Trainee, Grade 6.Review Date: Review of applications will begin immediately and will continue until the position is filled. Salary: $41,399 - $50,884 (Salary at the Grade 9 level); $35,177 - $43,521 (Salary at the Grade 6 level), Commensurate with qualifications and experience. For more information on benefits for full-time CSEA professionals, visit: http://www.suny.edu/benefits/ Date of Appointment: As soon as possible.Description of Responsibilities: The Payroll Assistant/Payroll Assistant Trainee oversees the Student Assistant Temporary Service Payroll at SUNY Oswego. This position reports to the Payroll Director. This is a full-time position, Monday through Friday, 8:00 – 4:30. This position works in an independent manner in a busy payroll office and the incumbent will be expected to manage deadlines and remain in compliance with all established guidelines. The incumbent is expected to have excellent organizational and time management skills, as well as the ability to work with a diverse campus community of faculty, staff, and students. The person in this role is expected to have excellent customer service skills in order to work with others in a collaborative and collegial manner. Oversee all areas of processing and maintaining the Student Assistant Temporary Service Payroll. This includes auditing, maintaining and entering all I-9 and immigration information, processing appointments for all new hires as well as returning students, process all salary increases, address changes, Federal and State tax changes and any other required appointment information. Process all student payments on a biweekly basis, conforming with the deadlines and compliance with procedures established by SUNY and the Office of the State Comptroller. This includes processing and calculation of the number of hours, the hourly rate and financial account information. This also includes report production and auditing of all information to ensure accuracy. Manage and maintain the electronic time and attendance system for all campus faculty and professional staff. This includes processing and audit of the time records, tracking delinquent records and assisting employees with any time and attendance related questions. Process all deduction information such as direct deposits, tax changes, retirement system loans and address changes in the Office of the State Comptroller’s payroll system. Work with members of the Human Resources office to create and maintain all student assistant information on the Human Resources website. This includes all forms, training information and payroll calendars. Recommend process efficiencies and research and develop procedures pertaining to student payroll in an effort to develop guidance for student supervisors. Develop training resources and deliver training to campus departments and individual employees as needed. This includes training on both the student assistant payroll system and the electronic time and attendance system. Maintain and update the departmental hierarchy and supervisor listing for all student assistants. Lead the implementation of electronic time and attendance for students at SUNY Oswego. Collaborate with department representatives in an effort to maximize the use of the electronic system. Assist with general office duties such as employment verifications, maintaining the phone lines and departmental email address and assisting all students and staff with questions as needed. In collaboration with the Payroll Director and Payroll Examiner II, learn aspects of the professional/faculty and classified payroll and time and attendance system in order to provide backup assistance as needed. Over time, develop working knowledge of various pay provisions pertaining to collective bargaining agreements and stay abreast of changes. Assist with periodic overall website review and recommend changes or improvements as necessary. Work with Payroll Director regarding complex concerns or issues related to the bi-weekly processing of student payrolls. Supervise or serve as lead worker for student assistant(s) working in the Payroll Office. Assist with the Payroll Office records management efforts on a regular basis. Work with standard computer software including Microsoft Word, Excel, and PowerPoint.
