JOB TITLE: Senior Director H uman Resources Business Partner AGENCY: Construction & Development DEPT/DIV: Operations/People Management REPORTS TO: Assistant Vice President, Program Executive (Human Resources) WORK LOCATION: 2 Broadway HOURS OF WORK: 8 : 3 0 AM to 5: 0 0 PM or as required (7.5HR/ DAY) HAY POINTS: 954 SALARY RANGE: 129,018 to 167,879 DEADLINE: Open Until Filled Summary This role will serve as MTA Construction & Development ' s Senior Director, HR Business Partner (HRBP) , which will o versee and m anage MTA Construction and Development's People (HR) department and HR Business Partners (HRBP) . The incumbent is responsible for implementing the MTA People ' s (HR) integrated solutions, programs, and strategies , as well as support ing and implement ing a full range of HR activities across multiple functions for the newly consolidated employees at MTA C&D and the Capital Program. Drive the HR agenda to align HR business processes by partnering with People (HR) and management to effectively and efficiently deliver HR programs, business processes, and strategic initiatives for MTA C&D. In addition, responsible for prioritizing and managing a team that focuses on the implementation of HR strategies and goals to support the delivery of the MTA Capital Program. Responsibilities MTA C & D People Business Partner is charged with oversight and responsibility of C & D ' s Talent Acquisition , Recruitment /Retention KPIs , HR Operations and Analytics, Reporting, Business Processes, Performance Management Compliance, Civil Service l iaison for NYCT and Bridges and Tunnels ' Employees; liaison for Pension and Benefits, Leave Management and Organizational Development and Training programs. Implement MTA People Business Processes and Procedures as they relate to change management. Provide strategic guidance and input to managers and supervisors to improve employee working relationships, provide coaching and counseling, facilitate and assist managers and supervisors in strategic efforts to build employee engagement, develop and implement succession planning, and increase overall retention at MTA C&D. Drive, align , and execute MTA C&D ' s HR business processes and strategies by partnering with MTA People (HR) to guid e all HR-related issues, including workforce planning, performance management, talent management, change initiatives, succession planning, and regulatory compliance. Accountable for leading the team to ensure enterprise HR strategies are translated accurately and effectively to the MTA C&D agency. Liaise with the MTA C&D agency departments to identify gaps in the current workforce and set strateg ies to help address Agency business needs. Ensure that the Agency has the optimum organizational structure and the right people in the correc t positions for the business units to achieve their goals. Serve as a strategic business partner with expertise and understanding of MTA C&D ' s organizational culture, fostering systems thinking, customer focus, and continuous learning, with the ability to identify and communicate organizational needs. P rovide strategic input on implementing change strategies to management and employees to improve working relationships and build employee engagement and retention. Recruit, develop , and motivate the HR team. Manage and evaluate the HRBP team ' s performance while providing career development opportunities and effective coaching and counseling. Foster a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential . Education and Experience Bachelor ' s degree in Human Resources, Business Administration, Organizational Development, Industrial/Labor Relations , or related/equivalent field. Must have a minimum of twelve (12) years of related experience . Must have a t least eight (8) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization. Must have experience administering human resources programs and effectively managing multiple responsibilities simultaneously within limited and specific time frames. Must possess proven, effective leadership, management, problem - solving, planning, organizing, and decision - making skills to identify and resolve related issues and establish preventative measures. Must know State and Federal employment laws, HR best practices , and business trends. Demonstrated ability to work with all internal and external stakeholders, including public officials, and federal, state, or city agencies or authorities. Demonstrated ability to work in a high - profile, high - pressure environment effectively. Demonstrated analytic and quantitative capabilities and skillsets. Excellent communication, interpersonal, customer service, presentation, conflict management, and negotiation skills. Proven ability to tak e th e initiative and be proactive in identifying and anticipat ing department needs and recommend ing solutions. Proven ability to interact with managers and employees at all levels with in the organization and work as part of a team. May need to work outside of regular work hours. Travel may be required to other MTA locations or other external sites. Preferred Qualifications : Advanced Degree in Human Resources or related field. Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification is preferred or is in the process of attaining certification. Experience working in a union environment and/or civil service. Familiarity with the MTA ' s policies and procedures .
