DescriptionFor over 100 years, The Port Authority of New York and New Jersey has been designing, constructing, and operating the greater New York and New Jersey’s regional transportation infrastructure. The Port Authority’s Procurement Department has a successful record of excellence in procuring some of the most innovative procurements in the U.S., including the Goethals Bridge Modernization, the LaGuardia Airport Central Terminal Building, and the new Terminal One at Newark Liberty International Airport. The Department is responsible for managing the procurements for Port Authority capital projects delivered using a variety of delivery methods, including design-build, construction manager-at risk, and public-private partnerships, requests for proposals, and bids.The Port Authority’s greatest asset, however, is its people. To this end, to support a growing workload, the Procurement Department is seeking a self-motivated and energetic individual to join the Construction Procurements Division. The ideal candidate will be a team player who is flexible, able to multi-task, work with integrity, and demonstrate professional and ethical behavior with fair and transparent decision making.Responsibilities:The candidate will handle a diverse portfolio of important and critical projects with some assignments working independently and others being team based. The job generally consists of all phases of procurement related tasks from requisition to contract award, including but not limited to consulting with client departments and formulating procurement strategy, reviewing scopes of work, pricing methodology, contract terms, developing solicitation packages, evaluating offers, and negotiating agreements.The candidate will utilize technology-based recording and reporting systems to analyze information. Under the direction of the Deputy Director of Procurement and the Manager of Construction Procurements, the selected candidate’s responsibilities include, but are not limited to the following:

Performs and/or oversees execution of the procurement processes for the retention of construction and professional, technical, and advisory service firms in accordance with federal and Port Authority requirements

Manages the procurement and contract administration process for construction and professional service projects.

Negotiates agreements and modifications, from simple to complex, as required.

Reviews all contract documents and procurement files for new solicitations and change orders prior to contract award to ensure compliance with Port Authority and federal guidelines

Provides guidance to and consults with Procurement staff, internal clients, external stakeholders, and consultants on procurement methods, strategies, approaches, schedules, and requirements

Develop, manage, and update division wide training materials and keep version control on all division wide templates.

Assists line departments with procurement/contract matters related to state and federal funding.

Prepares, edits, and organizes historical data to document and summarize negotiations for each procurement action (i.e. change order, award, etc.) including negotiation memos – i.e. rationale for cost acceptance and price reasonableness

Reviews task order/change order packages and assists with reviewing cost proposals to ensure conformance, performs cost analysis, develops negotiation strategies, and assists with negotiating change orders

Conducts pre-Audit compliance reviews for all solicitations and change orders and prepares audit responses, studies, and reports as necessary

Debriefs unsuccessful proposers

Participates in and leads various outreach functions, such as Minority Business Enterprise/Women Owned Business Enterprises, Local Business Enterprises outreach, serving as the Authority’s Procurement representative.

Performs associated and other SAP transactions as required, including preparing/reviewing justification and other documentation as required for client award actions

Prepares/compiles ad-hoc reports as needed in response to audit, and/or executive requests, including regular weekly workload updates

Qualifications:Candidates must present the following qualifications to be considered eligible for this position:

Bachelor’s Degree in Contract Administration, Construction Management, Business Administration, Finance or a related field with two (2) years of Procurement / Contract Administration-related experience or at least five (5) years of Procurement / Contract Administration-related experience may be substituted in lieu of a bachelor’s degree

Desired:Ideal candidates will present the following profile:

Experience with technology solutions, systems and process improvement measures.

Experience in the Federal procurement/contract administration process

Strong written and oral communication skills, with ability to interact effectively with all levels of internal and external staff

Strong problem-solving and analytical skills

Ability to independently multi-task in a dynamic environment and meet deadlines

Proficiency with the Microsoft Office Suite

Knowledge of SAP
