Job DescriptionThe New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.Under the direction of the Assistant Deputy Agency Chief Contracting Officer (ADACCO), the Department of Youth and Community Development (DYCD) is seeking to hire a Procurement Analyst who will be responsible for processing procurements for services, goods and construction in an accurate and timely manner using the appropriate procurement methods ensuring the procurements are in compliance with the rules associated to the funding stream in order to meet DYCD's goals and objectives.The responsibilities include but are not limited to: -Drafting solicitation specifications in a clear and concise manner
Processing purchase orders using various City systems - Consulting with various DYCD units to ensure the correct goods and or services are being procured
Follow the appropriate procurement method and rules for the procurement
Maintain and update procurement status reports and databases In addition to processing procurements,
The candidate will be responsible for processing contracts to registration in a timely manner which would include the responsibility determination process.
Assists in the registration of over 3,000 contracts facilitating necessary payments to Human Service contractors for essential client services.
Directly responsible for up to 200+ contract management actions a year.
Coordinates with over a dozen DYCD Program units and approximately 75 human service contractors on the preparation, distribution and collection of contract and procurement documents.
Ensures technical specifications comply with Citywide regulations. Coordinates and acts as a liaison with the City’s oversight agencies
Collects and prepares documentation for investigations of vendor responsibility and performance. Issues over a dozen procurements in relation to the agency's AOTPS needs.
Qualifications
A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES: To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
