Position Objective: The Manager – Power Control Systems will be responsible for the implementation, maintenance, and integration of the Supervisory Control and Data Acquisition ( SCADA) Systems software upgrades, development, and expansions. This position will provide 24/7 maintenance support to all of Metro-North Railroad’s mission-critical and safety-critical Power Control systems which are used to operate, control , and support all Railroad Operations. This includes the Power Control Center systems including Traction power control for third rail and overhead catenary, and signal power control. This position is required to support Positive Train Control development and is directly responsible for implementing software changes in the SCADA system necessary to support safety “lock out tag out” procedures for substation control as well as modifications necessary to develop new substations. Responsibilities:

Provide software design and management for the 24/7 engineering and maintenance support and oversight for daily software systems maintenance and management for all Metro-North’s mission-critical and safety-critical real-time operations control systems.

Provide daily interactions with the Transportation and Power departments and vendors in direct support of safety and the rail operation and business plan.

Provide technical support in troubleshooting software-related systems failures with both office and field C&S employees .

Provide software installation, testing, and documentation support for all software changes to all systems. Ensure timely backup and restore capabilities, data archiving, and retrieval management for all mission-critical and safety-critical systems .

Design, develop, test, implement, and document software applications to support various mission-critical requirements and provide version control audits, and manage design projects.

Provide a lead in supporting the Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations .

Required Knowledge/Skills/Abilities:

Strong verbal and written communication skills.

Knowledge of operating systems (Windows, UNIX, LINX)

Knowledge of antivirus and anti-spyware console .

Knowledge of 49 CFR Part 236 Subpart H & I requirements.

Knowledge of file integrity verification and monitoring software.

Knowledge and experience in the integration of digital networks.

Working knowledge of Microsoft Office and/or comparable applications.

Strong analytical skills and the ability to analyze new and existing products, equipment and/or procedures.

Must be able to work in a high-profile/high-pressure environment.

Strong interpersonal skills with the ability to interact with internal departments and outside agencies.

Must be able to implement and participate in Metro-North Railroad’s Safety Program .

24-hour/7 days per week availability required.

Valid driver’s license

Required Education and Experience:

Bachelor’s degree in Computer Science , Information Technology , or a related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of experience may be considered in place of a degree.

Minimum of five ( 5 ) years of experience including but limited to :

All aspects of Software development, including experience with programming languages (C, C, Python, Delphi) and client server applications (SQL or Oracle).

Experience of Software testing and validation.

Experience working with the Power Control System or Industrial Control System (ICS).

Minimum of one (1) year experience with Project management.

Completion of the Associate Engineer or Internship Programs may be considered in lieu of the above experience requirements.

The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

Knowledge of signals and power system logic and operation and applications.

Knowledge of communication systems, application

Knowledge of railroad, power , and remote control systems.
